Overview
The Migration Health Officer (Emergency Response) will be responsible for the coordination, implementation, and technical oversight of IOM’s Migration Health programming in the specified location, providing programmatic management and strategic guidance for emergency health operations.
Key Responsibilities
- Coordinate and supervise the implementation and administration of IOM’s Migration Health programme within the framework of IOM’s emergency and recovery response;
- Provide strategic and technical guidance for emergency health programming and health system strengthening activities;
- Contribute to the alignment of migration health strategies and priorities in the country with global health goals;
- Coordinate the development, preparation, implementation, and management of health projects and programmes;
- Supervise clinical and non-clinical IOM Migration Health Division staff;
- Coordinate the identification and engagement of implementing partner(s);
- Supervise and/or coordinate with the Mental Health and Psychosocial Support (MHPSS) response section;
- Contribute to the development and strengthening of partnerships with the Ministry of Health, WHO, UNICEF and other relevant NGOs and parties;
- Represent IOM and participate in country Humanitarian and Health Cluster/Sector Coordination mechanisms;
- Facilitate close collaboration with IOM's other service areas;
- Maintain a high level of global and public health expertise;
- Analyze and regularly share critical developments, technical updates, project updates, achievements, and best practices;
- Coordinate and monitor the implementation, reporting, and evaluation of the health-related programmes;
- Monitor and analyze the progress of health projects;
- Support resource mobilization;
- Perform such other duties as may be assigned.
Required Experience
- Five years of relevant professional experience with a Master's degree in Nursing, Medicine, Health Sciences, community or public health, or a related field; or seven years of relevant professional experience with a Bachelor's degree in Medicine.
- Experience, preferably at an international level, and involving migration health issues;
- Experience in managing and/or coordinating emergency health programmes, including multidisciplinary teams and programme budgets;
- Demonstrated experience in emergency response and coordination, design and delivery of humanitarian health assistance in complex environments;
- Proven capacity and vision to develop and implement programmes in the area of migration and health;
- Sound experience working with international organizations, regional organizations, ministries of health, and other governmental entities, the private sector, and civil society;
- Experience in resource mobilization and other fundraising modalities, including budget management;
- Proven experience in communicating scientifically to specialized audiences;
- Knowledge of health programme management in emergencies, recovery, and development contexts;
- Thorough knowledge of the IOM project management cycle, programme support modalities, and administrative systems and rules.
Qualifications
- Master’s degree in Nursing, Medicine, Health Sciences, community or public health, or a related field from an accredited academic institution; or
- Bachelor’s degree in Medicine.
