Overview
The Humanitarian Access & Security Manager (HASM) is responsible for the safety and security of all IRC staff and operations in Jordan, developing and implementing humanitarian access and security management plans.
Key Responsibilities
- Ensure IRC sites/facilities meet safety and security standards.
- Conduct security risk assessments.
- Develop, review and update security management plans, standard operating procedures, and contingency plans.
- Evaluate, review and update hibernation and evacuation plans.
- Ensure accurate, up-to-date security advisories and information are available in English and Arabic.
- Provide security induction to new hires.
- Manage safety and security incidents.
- Coordinate incident management with IRC entities.
- Develop an internal network of security focal points.
- Undertake assessments of safety and security equipment.
- Ensure access control and CCTV systems are functional.
- Update and test the emergency communications tree.
- Provide technical advice to IRC partners on safety and security management.
- Ensure IRC business travelers receive timely advice and guidance.
- Provide security guidance and support for IRC events.
- Ensure accommodation/hotel options and event venues meet security standards.
- Develop relationships with security focal points at venues.
- Act as a focal point for travelers and visitors to report issues.
- Ensure traveler data is tracked.
- Ensure transportation meets safety and security standards.
- Liaise with vendors and third-party providers.
- Liaise with local stakeholders and authorities to enhance acceptance and security.
- Ensure humanitarian access approaches are responsive to local context.
- Ensure principled and sustainable negotiations with local actors.
- Provide technical input in assessments for new programs and locations.
- Provide guidance on visibility strategies.
- Monitor sources to collect, compile and report information on incidents and trends.
- Provide area-based access analysis.
- Report all safety and security incidents.
- Report on compliance with Security Minimum Standards.
- Develop an annual report on contextual developments, trends, challenges and achievements.
- Design and implement training programs for staff.
- Provide orientation and capacity building on security policies and procedures.
- Design and deliver critical incident management exercises.
- Support partner organizations in capacity strengthening initiatives.
Required Experience
- A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs.
- Experience in providing clear and dynamic security briefings to diverse audiences.
- Experience of working successfully with local stakeholders such as local and international NGOs, local authorities and government officials with sensitivity and diplomacy.
- Experience in design and supporting training engagements with staff and partners to enhance skills.
- Experienced and knowledgeable on Gender, Equity, Diversity and Inclusion
Qualifications
Bachelor’s degree or a technical certification in a security related field with considerable field experience.
