Overview

The role supports the implementation of a regional capacity development program in revenue administration for SEETAC member countries, aiming to strengthen revenue mobilization, improve compliance, and enhance the effectiveness of revenue administrations.


Key Responsibilities
  • Establish and maintain strong relationships with revenue administrations and ministries of finance in SEETAC member countries.
  • Develop, manage, and implement country-specific and regional CD work programs.
  • Lead the design and delivery of technical assistance on core areas of tax administration.
  • Provide direct CD support to member countries.
  • Organize and deliver regional training activities.
  • Manage, guide, and provide technical and logistical support to short-term experts.
  • Coordinate CD activities with IMF departments, donors, and other development partners.
  • Monitor implementation and assess the impact of CD activities.
  • Prepare regular progress reports and contribute to reporting for SEETAC management and the Steering Committee.
Required Experience
  • Extensive experience in revenue administration, including senior-level or advisory roles, with demonstrated expertise in areas such as compliance risk management, digitalization, analytics, and institutional reform.
  • Strong knowledge of legislative and regulatory frameworks for direct and indirect taxation, and their practical application in modern tax administrations.
  • Proven experience in strategic planning, management, and implementation of revenue administration reforms, including modernization programs and the use of information technology to improve operational effectiveness.
  • At least 10 years of relevant professional experience, including experience in delivering or managing capacity development in an international context.
  • Demonstrated ability to design, manage, and implement complex, multi-country work programs, and to coordinate effectively across stakeholders.
Qualifications

An advanced university degree in economics, public finance, tax law, or a related field.

Contract Duration
The initial appointment is for a period of one year, with the possibility of extension for up to three years.
Work Modality
The position requires frequent travel within the SEETAC region and regular interaction with senior officials in tax and customs administrations, ministries of finance, and other relevant institutions.
