Overview
Expert Pharmacien retainer to provide remote technical support for health system strengthening projects, focusing on pharmaceutical products and supply chains.
Key Responsibilities
- Provide technical advice on pharmaceutical products and supply chains, including selection, quality, storage, distribution, shelf life, cold chain, regulatory aspects, and supply chain risks.
- Prepare and revise technical specifications and terms of reference for pharmaceuticals, health products, storage equipment, cold chain equipment, quality assurance services, warehouse assessments, distribution services, and pharmaceutical supply chain studies.
- Support procurement, technical evaluation, and quality assurance of pharmaceutical offers, review of submitted documents, verification of quality compliance, analysis of technical submissions, and acceptance or quality assurance processes.
- Contribute to project proposals and technical documents related to the pharmaceutical sector.
Required Experience
- At least 7 years of relevant experience with a Bachelor's degree, or 5 years with a Master's degree in pharmaceutical procurement, pharmaceutical supply chains, quality assurance, regulatory compliance, public health programs, or donor-funded health projects.
- 5 years of experience in preparing documents for procurement processes is required.
- Strongly desired: Experience with international drug procurement, national regulatory authorities, cold chain, storage, and distribution.
- Strongly desired: 5 years of experience in projects funded by international donors, multilateral banks, or UN organizations.
- An important asset: 5 years of experience working in Central Africa, the Democratic Republic of Congo, or in fragile and logistically complex contexts.
Qualifications
- Bachelor's (or equivalent) in pharmacy, pharmaceutical sciences, pharmacology, public health, health supply chain management, regulatory affairs with at least 7 years of relevant professional experience is required, OR Master's (or equivalent) in one of the above-mentioned fields with at least 5 years of professional experience in a related field may be accepted in lieu of a Master's degree.
- A professional registration as a pharmacist in the DRC is required.
