Overview
The Human Rights Officer (Deputy) will report to the Chief of the OHCHR Mission in Bangladesh and is responsible for managing daily operations, preparing human rights reports, and representing OHCHR in interventions.
Key Responsibilities
- Act as the deputy to the chief of the OHCHR mission in Bangladesh.
- Manage the daily operations of the field presence in line with its mandate, annual work and cost plan.
- Prepares relevant human rights parts of reports for the General Assembly, HRC, etc.
- Prepares notes on the status of ratification of human rights instruments, etc.
- Serves as team leader with responsibility for carrying out, in consultation with the Chief of the section, work coordination and administrative functions relating to the staff, planning and budget.
- Develop and maintain relationships with current and potential donors.
- Prepare concept notes and proposals when required.
- Monitor and report on donor-funded projects.
- Represent OHCHR in interventions with national authorities and other international actors and stakeholders.
- Works with UN and non-governmental programmes in the country/region to integrate human rights, including their gender dimensions in their programs.
- Helps design and implement the human rights program.
- Designs the organization and focus of the evaluation.
- Ensures up-to-date information regarding substantive matters in the field of human rights.
- Makes recommendations on actions to take.
- Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters.
- Briefs representatives and provides, as appropriate suggestions and recommendations.
- Collect and analyse data to identify trends or patterns and enable data-driven planning, decision-making, presentation and reporting.
- Trains and supervises new/national/junior staff.
- Performs other related duties as required.
Required Experience
A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. A minimum of two years of experience in managing and supervising small teams (minimum three staff members) is required. A minimum of two years of experience in managing and implementing human rights programmes (planning, budgets, reporting etc.) is required. Experience in donor relations and resource mobilization is desirable.
Qualifications
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or a related field. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
