Overview
The role supports budget and finance operations within the Eastern Mediterranean Region, ensuring compliance with WHO's financial regulations and procedures.
Key Responsibilities
- Initiate, review, and process budgetary and financial transactions.
- Provide budgetary and financial clearances for awards, HR, imprest, and third-party contracts.
- Update data in the Global Management System (GSM).
- Prepare, review, and process expenditure batches and journal vouchers.
- Validate and provide inputs for donor budgets and financial agreements.
- Review financial reports to donors and provide feedback.
- Analyze budgetary and financial data and implement corrective actions.
- Perform account analyses and reconciliations.
- Monitor budgetary and financial status and coordinate issue resolution.
- Quality check monthly imprest reconciliations.
- Participate in the annual and biennial closure of accounts.
- Train and build capacity of staff in financial policies and procedures.
- Identify opportunities to streamline business processes.
- Respond to client queries on budget and finance issues.
- Provide feedback reports on the performance of country offices.
- Contribute to capacity assessment of implementing partners.
- Conduct assurance activities related to imprest, DFC, DI, and GLOA modalities.
Required Experience
At least 8 years of progressively responsible experience in budget, finance, accounting, and audit activities. Experience in a United Nations or international non-profit organization in finance and accounting will be an asset.
Qualifications
Essential: Completion of secondary school with additional training in budget, finance, and accounting. Desirable: University degree in finance, accounting, commerce, business administration or a related field. Fully or partly qualified professional accounting certification.
