Overview

The position holder will be responsible for the direct supervision of construction and rehabilitation in schools, communities, and Health Care facilities. The role involves providing leadership and participating in assessments, design of construction projects, and supervision and monitoring of infrastructural projects.


Key Responsibilities
  • Conduct technical assessments of Water, Sanitation and construction needed facilities.
  • Participate in the selection of target communities and WASH infrastructural facilities.
  • Plan and organize the implementation, monitoring and evaluation of Water and Sanitation and construction activities.
  • Design, establish work specifications, and construction designs to support supply chain.
  • Follow up in a timely manner through developing procurement trackers, stock trackers, distribution plans etc.
  • Provide technical training of community volunteers, members of Water Sanitation User Committee (WSUC) committees, local staff, partner organization/contractors.
  • Ensure quality control of materials used in construction.
  • Provide general supervision of contractors and staff, ensuring safety of construction sites and community participation.
  • Validate the progress and quality of work of contractors.
  • Design, implement, and organize training for construction of WASH and Construction projects.
  • Follow up coordination/budget management/site supervision in case of direct intervention.
  • Verify that infrastructure construction and rehabilitation work done by partners/contractor are conducted according to quality benchmarks/standards.
  • Plan and be responsible for the weekly reporting of data.
  • Follow-up of water quality analyses.
  • Provide weekly written and daily updates to line manager.
  • Produce detailed written monthly, quarterly and terminal reports.
  • Prepare and share feasibility and technical reports.
  • Work with other team members to ensure integration and complementary of interventions.
  • Ensure integration of aspects related to gender, child protection, Person with Disability, environment.
  • Identify learning and training opportunities for staff and partners.
  • Conduct mapping and training of skilled mason and labour and train/orient construction team and contractors on child safeguarding.
  • Ensure Save the Children's work is coordinated with efforts of other agencies and Government.
  • Advocate that the minimum standards of humanitarian relief are maintained.
Required Experience

Professional experience of minimum 3 years in the field of construction, including 1 year in WASH sector with, NGO, INGO or UN agencies.

Qualifications

Bachelor’s in civil engineering

Good people skills. Good in speaking English. Perfect knowledge of local languages.
Languages Preferred
Fluent Oral and written English, Pashto and Parsi languages are desirable.
