Overview

The Finance and Budget Assistant will provide support in budget preparation, financial transactions, and general administrative duties within the United Nations Office at Nairobi.


Key Responsibilities
  • Act as Certifying Officer in the absence of programme managers.
  • Provide support for medium-term plan review and budget proposal preparation.
  • Monitor expenditures and prepare adjustments.
  • Review requisitions for goods and services.
  • Prepare budget performance submissions and reports.
  • Monitor financial databases and verify data accuracy.
  • Prepare, process, and review accounting transactions.
  • Investigate and correct erroneous transactions.
  • Conduct analysis and reconciliation of general ledger accounts.
  • Perform payroll analysis and data validation.
  • Audit payroll payments and financial transactions.
  • Serve as approving officer for disbursements.
  • Resolve client inquiries and provide information on pension contributions.
  • Keep up to date on relevant guidelines and policies.
  • Draft correspondence on financial and budget matters.
  • Provide guidance, training, and supervision to general service staff.
  • Assist with data collection, analysis, and report preparation.
  • Assist with visualizations and updating information material.
  • Perform other related duties as assigned.
Required Experience

A minimum of seven (7) years of experience in finance, budget, accounting, or related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates with a first-level University degree. Experience in the use of Enterprise Resource Planning (ERP) systems is required. A minimum of three (3) years of experience focused on transaction-based payroll activities, or the administering of staff benefits and entitlements, including auditing staff earnings, deductions and separations is desirable. Knowledge and experience of Staff Rules and Regulations and Financial Regulations, Rules and procedures of the United Nations or similar international organizations is desirable. Knowledge of Generally Accepted Accounting Principle (GAAP), IFRS. IPSAS, and experience in Financial Statement Analysis is desirable.

Qualifications

Completion of high school diploma or equivalent is required. Supplemental training in finance, administration, project management or related field is desirable. A recognized accountancy qualification (e.g. Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Public Finance Accountants (CIPFA) is desirable.
