Overview

Provides authoritative technical and policy advice on humanitarian affairs and emergency relief efforts. Responsible for monitoring the institution's humanitarian mandate and influencing the UN approach to humanitarian affairs.


Key Responsibilities
  • Provides technical and policy advice to senior management and officials.
  • Monitors the performance of the humanitarian mandate and influences the UN approach.
  • Designs and implements policy and programme changes.
  • Develops and ensures implementation of humanitarian/disaster response strategies.
  • Conceptualizes, formulates and manages major projects.
  • Leads and directs multi-agency teams in disaster assessment missions.
  • Initiates, mobilizes and coordinates international humanitarian assistance.
  • Manages the production of appeals for international assistance.
  • Leads capacity building initiatives.
  • Serves as primary liaison with non-UN entities.
  • Establishes overall work plan and budget for the office.
  • Leads and directs a team of staff.
  • Organizes and/or chairs inter-agency and international meetings.
  • Initiates, supervises and finalizes position papers and related submissions.
  • Prepares diverse reports, papers, policy guidelines, statements, presentations.
Required Experience

A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, is required. At least four (4) years in the past ten (10) years of field experience in aid operations (complex emergency or natural disaster) is required. Experience in leading and coordinating humanitarian and relief operations in complex emergencies or natural disasters situations at the country-wide level is required.

Qualifications

An advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
