Overview

Oversees the Gaza field-level component of the Palestine Logistics Cluster response, providing leadership and ensuring inter-agency coordination systems are established and maintained.


Key Responsibilities
  • Oversees Gaza field-level component of the Palestine Logistics Cluster response.
  • Acts as the main interlocutor for Gaza-based stakeholders, partners, and operational counterparts.
  • Ensures inter-agency coordination systems, information platforms, and operational services are established and maintained.
  • Collects and shares relevant information.
  • Sets up efficient and adequate operations in support of humanitarian partners inside Gaza.
  • Supervises Gaza-based Logistics Cluster staff.
  • Conducts field-level operational coordination, monitoring, tracking, and reporting.
  • Escalates operational gaps, risks, and bottlenecks requiring national-level support.
  • Ensures coherence between Gaza-based operations, corridor-level planning, and the broader in-country logistics reform agenda.
  • Leads all Gaza Logistics Cluster activities in line with the overall Palestine Logistics Cluster Strategy.
  • Guarantees the adequate set-up, continuity, and coordination of Logistics Cluster activities and operations inside Gaza.
  • Ensures the smooth running of logistics operations in Gaza, including inter-agency coordination, information management, convoy management, transport, storage, cargo tracking, and other activities and services.
  • Facilitates discussion and agreement on the use of common standards and tools.
  • Promotes awareness of and adherence to relevant policy guidelines, codes of conduct, humanitarian principles, and examples of good practice.
  • Liaises with relevant operational counterparts, humanitarian organizations, WFP team, and other counterparts.
  • Leads and manages Logistics Cluster staff, including work planning, performance management, coaching, and capacity building.
  • Leads a continuous identification and assessment of logistics capacities, gaps, and bottlenecks.
  • Joins inter-agency needs assessment exercises.
  • Supports the continuous monitoring and analysis of the status of entry points, logistics providers, and supplier markets.
  • Supports the development of an overall engagement strategy.
  • Ensures Gaza-level planning is linked to national Cluster priorities, corridor-level capacity, available resources, funding constraints, and common gaps and needs.
  • Organizes and chairs regular Logistics Coordination meetings.
  • Ensures coordination with relevant authorities, Red Crescent Societies, inter-cluster coordination group, UN agencies, national and international NGOs, and other relevant stakeholders.
  • Represents and escalates Gaza field-level logistics constraints, risks, partner needs, and operational priorities in national Cluster discussions.
  • Ensures the collection, analysis, and dissemination of relevant logistics information.
  • Contributes to strengthening early warning capacity and provides inputs for operational planning.
  • Analyzes trends of supply chain risk using tools.
  • Establishes and maintains regular communication, coordination, information sharing, and advocacy with all relevant internal and external stakeholders.
  • Identifies core advocacy concerns for operations and contributes key messages to broader advocacy initiatives.
  • Ensures timely operational reporting on Gaza Logistics Cluster activities.
  • Ensures services and cargo are properly tracked and operational information is shared with partners and other relevant stakeholders.
  • Actively contributes to regular training and workshops.
  • Organizes and provides training for partners in field locations.
  • Develops, inputs, and regularly reviews contingency plans.
  • Leads, motivates, and supports knowledge transfer and capacity strengthening of national staff, partners, and operational counterparts.
Required Experience
  • At least 5 years professional experience in humanitarian operations implementation (incl. assessment, management of operational budget and funds, monitoring, and evaluation).
  • At least 2 years in emergency response operations (natural disaster and/or complex emergency) and/or preparedness projects.
  • At least 3 years professional experience in supply chain and/or logistics operations (i.e. land transport, international shipping or air transport, warehouse management, freight forwarding, etcetera).
Qualifications

A university degree in Supply Chain Management, International Business, International Relations, Humanitarian Project Management, Business Administration and related field or equivalent relevant experience.
