Overview
The Deputy Chief of Mission (DCoM) will support the Chief of Mission (CoM) in ensuring coherence and managing programming for the Libya Country Office. The role involves representing the CO, overseeing operations, and contributing to strategy development.
Key Responsibilities
- Represent the CO and promote IOM activities with national authorities, diplomatic corps, donors, and other stakeholders.
- Support the CoM with effective management of all offices and ensure administrative systems are fit-for-purpose.
- Represent IOM at UN fora and related working groups.
- Oversee the formulation of the Country Strategy, policies, and approaches, and identify new programmes.
- Make strategic recommendations and provide advice to the CoM and Senior Management.
- Coordinate and manage IOM Libya’s inputs into multi-agency strategy and operational frameworks.
- Ensure compliance of all projects with IOM and donor regulations.
- Oversee field operations to ensure effective and efficient programming delivery.
- Provide overall leadership, guidance, and direction for operating strategies and programme implementation.
- Lead the resource mobilization strategy development and implementation.
- Formally deputize for CoM and exercise mission, staff, and financial management responsibility.
- Ensure IOM participation in UNCT inter-agency mechanisms and coordinate with UNCT and partners on migration-relevant frameworks.
- Supervise the Monitoring and Evaluation (M&E) Unit and lead the development and implementation of the project-level M&E plan.
- Ensure quality control of project outputs.
- Facilitate knowledge building and management by identifying best practices and lessons learned.
- Perform any other tasks as may be assigned.
Required Experience
- Ten years of relevant professional experience with a Master’s degree, or twelve years of relevant professional experience with a University degree.
- Experience at an international level in managing programmes, covering emergency, stabilization, and development areas.
- Previous experience as a Head of Office, Chief of Mission, and/or Senior Programme Manager with a Government or UN agency, or a regional or international organization.
- Extensive experience in public relations, as well as liaising with governmental and diplomatic authorities and institutions.
- Experience in managing IOM offices and liaising with governmental authorities, other national/international institutions.
- Excellent understanding of and proven experience in the UN systems and experience in a crisis context.
- Work experience in the Middle East and North Africa (MENA) is an asset.
Qualifications
- Master’s degree in Political or Social Sciences, Law, International Relations, Business Administration, or a related field from an accredited academic institution; or,
- University degree in the above fields.
