Overview

Provide specialized support to enable IOM’s activities and assist the Field Security Support Officer with all aspects of security risk management. Support the Field Security Support Officer in establishing and maintaining an appropriate level of security awareness in IOM Sub-Office, Chuuk, FSM.


Key Responsibilities
  • Maintain effective working relationships with country United Nations Department of Safety and Security (UNDSS) office, host government agencies, and local authorities responsible for security.
  • Assist in collecting, updating and communicating information regarding the security situation.
  • Support the development and implementation of IOM Chuuk Sub-Office-specific security plans including contingency and emergency response plans, Standard Operating Procedures (SOPs), including providing security-related inputs into the Business Continuity Plan (BCP).
  • Follow up staff member’s compliance with safety and security protocols, maritime safety and security SOPs, including completion of mandatory security training, obtaining security clearances as required.
  • Maintain updated staff lists, including call sign lists, where applicable, and ensuring the overall operability of communications systems particularly SCAAN.
  • Ensure that all relevant safety and security information is disseminated in a timely manner to IOM personnel.
  • Ensure that all safety and security communications equipment is functioning and in good condition, with a regular inventory duly maintained.
  • Assist in reporting security incidents affecting IOM personnel, premises, assets, and operational activities.
  • Provide support in the preparation of security reports such as Security Incident Reports and Weekly Reports.
  • Organize and conduct training courses on maritime security awareness and preparedness and providing security orientation to newly assigned IOM personnel in the duty station.
  • Conduct security briefings, as required.
  • Support field missions by keeping constant communication with IOM staff, advising on safety and security matters, conducting regular check-ins with lagoon and outer island crews and providing in-person support for the missions when required.
  • Maintain an orderly filing system for confidential correspondence, security files/documents.
  • Maintain a database on contact details of country UNDSS office and host country security authorities.
  • Perform such other duties as may be assigned.
Required Experience
  • Relevant professional experience in the UN Security Management System (UNSMS) or an international NGO is an advantage;
  • Experience in providing security coordination and administrative support for maritime operations is an advantage.
  • Military experience, especially navy, is an advantage.
  • Experience in dealing with law enforcement agencies is an advantage.
  • Experience in the use of radio communications is highly desirable;
  • Successful completion of the UNDSS Field Security Associate (FSA) course is desirable.
Qualifications
  • University degree in Security, Social Sciences, International Studies, Communications or a related field from an accredited academic institution, with three years of relevant professional experience;
  • Completed High School degree from an accredited academic institution, with five years of relevant professional experience.

Languages Required
Fluency in English and Chuukese is required (oral and written).
Languages Preferred
Working knowledge of any UN language is an advantage.
