Overview
This role supports the development of capability requirements for NATO, focusing on standardization and interoperability, and leading/supporting requirements development project teams.
Key Responsibilities
- Support the definition of Operational Requirements Specification for standardization and interoperability.
- Establish and maintain a network of Subject Matter Experts (SME).
- Support elicitation, capture, development, analysis, evaluation and traceability of requirements.
- Establish and maintain traceability within and between requirements sets.
- Maintain requirement artifacts in the repository.
- Perform elicitation of stakeholders requirements.
- Perform requirement validation and support technical reviews.
- Support change and configuration management processes.
- Contribute to the development of policies, directives and process refinement.
- Support the development of concepts of operation.
- Identify changes to requirements and prepare Change Requests.
- Contribute to the Lesson Learned (LL) process.
- Propose changes to established process.
- Conduct any other duties as directed.
- Support Capability Requirements Management Teams during capability requirement development activities for interoperability, standardization, and alignment with FMN spiral specifications.
- Support the capability requirement engineering process.
- Monitor overlaps, dependencies and consistency across capabilities.
- Inform capability requirements sets by ensuring relevant interoperability requirements are captured.
- Ensure cross capability consistency in interoperability and standardization.
- Liaise with communities of interest in ACT and NATO, and with Industry, and Academia.
- Lead the Capability Requirements Management Team during capability requirement engineering activities.
- Develop actionable plans related to requirement engineering process.
- Perform stakeholder analysis.
- Perform high-level capability design.
- Develop courses of action.
- Liaise with innovation champions.
- Perform requirement definition across all aspects of DOTMLPFI.
- Ensure requirements meet defined quality criteria.
- Lead the development of the Capability Requirement Brief (CRB).
- Support the development of the Capability Programme Plan (CPP).
- Lead the decomposition and refinement of capability requirements.
- Organize and participate to workshops, seminars, conferences and meetings.
Required Experience
- Minimum 4 years of experience in the last 10 years supporting large-scale procurement and acquisition programmes.
- Experience in development and coordination of policy, directives, and concepts.
- Minimum 3 years of experience in the last 10 years in leading project teams.
- Experience in the organization and conduction of workshops, seminars, and conferences.
- Experience in handling complex problems.
- For Senior Requirements Engineer (Standard-Interop): Minimum 3 years of experience in the last 10 years in the identification of interoperability gaps between capabilities both in national and international context.
- Experience in negotiation and conflict resolution.
- For Senior Requirements Manager: Experience in translating operational needs into clear and unambiguous language, in support of acquisition processes.
- Minimum 3 years of experience in the last 10 years in change and configuration management processes.
Qualifications
- For Senior Requirements Engineer (Standard-Interop): University Degree in library, information science, management information systems, computer science or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- For Senior Requirements Manager: University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, management information systems, accounting, finance, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
