Overview

The Statistics Department (STA) has an opening for a Budget Officer in its Resource Management Division (STARM). The role contributes to the formulation of STA’s budget, monitoring its implementation, and regular reporting to STA management.


Key Responsibilities
  • Managing, monitoring, and reporting on STA’s budget resources.
  • Leading the preparation of the annual Medium-Term Budget (MTB) and accountability framework exercises.
  • Coordinating STA’s CD activities through the Medium-Term Workplan (MTW).
  • Obtaining and managing external funding for STA’s CD activities.
  • Providing logistical support for the recruitment and management of STA field experts.
  • Advising staff and experts on the Fund’s travel policy and helping ensure procedures are applied consistently.
  • Contributing to STA’s resource planning and budgeting processes for CD and non-CD operations.
  • Compiling and analyzing budget-related data and forecasting future resource requirements.
  • Conducting technical analysis of budget requests and queries.
  • Monitoring the in-year implementation of STA’s budget, providing regular reports on projected year-end outturn.
  • Supporting the budget team in preparing year-end accruals.
  • Coordinating the monthly time-reporting submissions for STA and reviewing for data accuracy and completeness.
  • Monitoring and analyzing divisions’ monthly reporting of donor chargebacks and project anticipated total fiscal year chargebacks.
  • Conducting analyses of resource allocation and expenditures.
  • Providing suggestions for improvements to internal monitoring and forecasting systems.
  • Working with OBP, FIN, ICD, HRD, ITD, and other stakeholders to enhance budgetary tools and work practices.
  • Representing STA on interdepartmental committees and working groups on budget issues.
Required Experience
  • Minimum of six (6) years of relevant professional experience is required, OR a minimum of two (2) years of experience in a related position at Grade A8, or equivalent, is required.
  • Strong knowledge of the IMF’s budget policies and procedures, both IMF01 and IMF02.
  • Experience with Fund budget-related financial systems, and the ability to run queries in these systems.
  • Experience with the Fund’s new IT systems that impact the budget, including CDMAP and Workday.
Qualifications

Advanced university degree, or equivalent, in business, finance, budgeting, accounting, statistics, computer science, or related field, OR a Certified Public Accountant (CPA) or similar professional certification; OR a university degree, or equivalent, supplemented by a minimum of six (6) years of relevant professional experience.
