Overview

Consultancy to build institutional capacity and generate knowledge on gender-transformative climate-resilient infrastructure in Vanuatu.


Key Responsibilities
  • Conduct a review of literature, policies, and frameworks related to gender equality, climate-resilient infrastructure, disaster risk reduction, climate change adaptation, and infrastructure development.
  • Develop a comprehensive training package on gender-transformative climate-resilient infrastructure.
  • Conduct a gender gap analysis of climate-resilient infrastructure policies and frameworks.
  • Deliver a training on gender-transformative climate-resilient infrastructure.
  • Produce a policy brief on the gender gap analysis for advocacy.
Required Experience

Minimum 7 years of relevant professional experience in gender equality and violence against women and girls. Proven experience integrating GEDSI, violence against women and girls and climate resilience into infrastructure policy, planning and development. Demonstrated experience conducting gender analyses, policy reviews, and developing technical or advocacy products. Experience working in Vanuatu and/or Pacific Island Countries. Proven experience developing and delivering training and capacity-building programmes for government and other stakeholders. Experience in working with relevant government agencies will be considered an advantage. Prior experience with IOM or a relevant UN agency will be considered an advantage.

Qualifications

Masters Degree Gender Studies, Development Studies, Climate Change, Environmental Management, Disaster Risk Management, Infrastructure Planning, Sociology, Public Policy, International Development, Human Rights or related field from an accredited academic institution.

Remuneration
Payment will be made upon successful delivery of the deliverables as per the instalment payment timeline: USD 2,580 for inception report & Needs Assessment Report (30th September 2026); USD 3,268 for Draft Training Package (30th October 2026); USD 5,074 for Gender Gap Analysis and delivery of Training (30th November 2026); USD 3,784 for Policy Brief on Gender Gap Analysis, Validation and Finalization (30th January 2027).
