Overview
The Project Budgeting Analyst will ensure administration, transparent and efficient management of the budget and transactions for the Project.
Key Responsibilities
- Ensures the implementation of resource management strategies and adapts processes and procedures.
- Supports the development of funding requests.
- Reviews and approves the funding authorization and expenditure certificate (FACE) from partners.
- Facilitates annual audits and spot-checks.
- Regularly monitors exception reports for unusual activities and transactions.
- Manages projects budgets of the optimal cost recovery system.
- Finalizes budgetary sections of progress reports and disbursement requests.
- Prepares quarterly and biannual forecasts of cash flows and annual cash flows.
- Reviews and finalizes enhanced expenditure reports and other ad hoc budgetary reports.
- Prepares projects budget reviews and provides justifications for budget reallocation/reprogramming requests.
- Prepares and monitors budgets, regularly analyzes and reports on budget approvals and delivery status.
- Monitors and ensures that donor contributions are properly transferred to UNDP in a timely manner.
- Ensures that disbursements are achieved as per the work plans.
- Ensures that advance payments and direct payments are properly reviewed and processed.
- Maintains a proper filing system for records and documents related to project resources.
- Ensures analysis and development of proposals for the internal expenditure control system.
- Ensures control on monthly payment orders (MPOs), claims for reimbursement of travel expenses and other entitlements.
- Takes timely corrective actions on unrecorded vouchers (invoices).
- Responds to requests from headquarters to resolve data discrepancies.
- Supports in the development and implementation of asset and inventory management.
- Ensures proper projects cash management.
- Reviews cash accounts to ensure availability of sufficient funds for implementation and appropriate disbursements.
- Identifies and registers receipts for the income request.
- Prepares monthly cash flow forecasts.
- Conducts capacity building and knowledge sharing on resource management matters.
Required Experience
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in resources and budget management.
- Proven previous experience in project implementation or budgeting monitoring, knowledge of project cycle will be considered as an advantage.
- Experience in developing reports for donors within an international organizational context.
- Experience in a UN agency and /or development sector.
- Experience with ERP systems.
Qualifications
- Advanced university degree (Master’s degree or equivalent) in Finance, Economics, Public Management, Business Administration or other relevant field is required, or
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
