Overview

The Senior Evaluation Specialist will lead and contribute to project-level early learning assessments and project learning reviews, as well as thematic evaluations across AIIB operations. The role aims to facilitate organizational learning from evaluation findings and provide independent inputs to operational policies.


Key Responsibilities
  • Develop and update guidance for AIIB’s Learning and Evaluation Policy.
  • Undertake ELAs of ongoing operations and PLRs of completed AIIB financings.
  • Lead and conduct thematic evaluations from design to presentation of findings.
  • Prepare and deliver training sessions and awareness-raising activities.
  • Provide independent inputs to operational policies, instruments, and strategies.
  • Participate in joint evaluation activities with development partners.
  • Lead or contribute to the preparation of thematic evaluation reports and knowledge products.
  • Contribute to the CEIU Annual Activity Review.
  • Provide technical comments on draft evaluation reports and operational documents.
  • Support the dissemination of evaluation findings and promote institutional learning.
  • Support other activities within CEIU and undertake additional tasks as assigned.
Required Experience

At least 10 years of progressively responsible experience in multilateral development banks (MDBs), international financial institutions, or comparable development organizations, with balanced exposure to both SBF and NSBF operations. Prior experience in another MDB, particularly within an independent evaluation function or office, is highly desirable. Minimum five years’ relevant experience in project design, implementation, supervision, and/or evaluation across sectors (e.g., energy, transport, urban, water, climate finance, and finance), with demonstrated exposure to both SBF and NSBF operations. Experience working across multiple countries in Asia would be preferred.

Qualifications

Master’s degree or equivalent in economics, finance, law, public policy, or related disciplines from a recognized institution.
