Overview

The Finance and Administrative Officer will manage day-to-day finance and administrative operations, providing financial and operational support to consortium partners to ensure efficient programme implementation and compliance.


Key Responsibilities
  • Verify payment and receipt documents for accuracy and audit readiness.
  • Ensure vouchers, proof of payments, and “PAID” stamps are properly completed.
  • Ensure compliance with Oxfam’s financial policies and procedures.
  • Provide day-to-day financial and administrative support.
  • Perform routine checks on cash and bank balances and manage bank withdrawals.
  • Maintain and update daily records of cash and bank balances.
  • Maintain and regularly update project financial records and data.
  • Ensure accurate and timely data entry of financial transactions.
  • Prepare monthly accounts for submission.
  • Obtain monthly bank statements and ensure proper filing.
  • Perform monthly bank reconciliations and report findings.
  • Prepare daily cash projections and payment lists.
  • Conduct cash counts jointly with the CFM and programme staff.
  • Monitor and follow up on pending payments and float advances.
  • Maintain a well-organized and proper filing system for all financial documentation.
  • Notify payment requesters upon completion of payments.
  • Assist in preparing and organizing supporting documents for audits.
  • Update and submit the float register.
  • Provide support during emergencies and undertake additional duties.
  • Actively participate in team meetings.
  • Arrange staff work-related travel.
  • Assist with arrangement of meetings, workshops, and trainings.
  • Responsible for office supplies and stationery management.
  • Handle the payments of monthly utilities bills.
  • Assist and follow up the process for contracting the lease of office.
  • Ensure appropriate care and maintenance of office building and compound, equipment, furniture.
  • Ensure proper functioning and maintenance of office equipment.
  • Manage fuel consumption, purchase, and tracking.
  • Act as a focal person to manage the service contract of security guards and drivers.
  • Maintain and update all administrative manuals, files, and office records.
  • Source and liaise with local medical service providers.
  • Assist and support to ensure that all reports and legal requirements are submitted to local authorities.
  • Liaise with Administrative and Government Liaison Coordinator in Yangon.
  • Maintain regular communication and collaboration with Operations Team from Yangon.
  • Provide support by undertaking any other additional functions as delegated.
  • Provide leadership and management to line managed staff.
  • Comply with all security policies, procedures, directions, instructions, regulations or plans.
  • Take care of own safety and security.
  • Actively contribute to the development and maintenance of security management policy and procedures.
  • Ensure adherence to safeguarding policies.
  • Ensure completing all annual core compliance courses.
  • Report any concerns or witness or suspect any behaviour that could be in breach of safeguarding policies or Code of Conduct.
  • Perform assigned tasks to contribute to an efficient and timely emergency response activities.
Required Experience

Two years proven experience on financial/administrative skills.

Bachelor’s degree holder
