Overview

The Project Analyst, Civil Society will manage and implement key components of the UNDP civil society portfolio, supporting the delivery of relevant programme outcomes and fostering knowledge networks. The role involves partnership management, resource mobilization, budgetary oversight, and knowledge management.


Key Responsibilities
  • Support oversight of the UNDP CSOs governance portfolio.
  • Oversee implementation of UNDP CSOs components of Sawasya across Palestine.
  • Assure efficient and effective implementation of CSOs components, including financial management, work planning, procurement, monitoring, and reporting.
  • Supervise and support the UNDP CSOs Sawasya team.
  • Monitor delivery status and prepare monthly progress updates.
  • Contribute to bi-annual progress reports.
  • Prepare annual work plans, human resource plans, and procurement plans.
  • Contribute to the development of project documents and work plans for the Governance unit.
  • Manage human resources issues for the CSOs team, including training and performance assessment.
  • Assess programme impact and effectiveness through field visits.
  • Suggest and structure itineraries for visiting colleagues and stakeholders.
  • Provide support in advancing thematic coordination on rule of law and access to justice.
  • Represent UNDP in inter-agency fora related to CSOs rule of law and governance.
  • Assist in monitoring the Programme Risk Assessment.
  • Brief Programme Management on planning, development, and obstacles.
  • Maintain a mapping of CSO activities in rule of law and access to justice.
  • Create strategic partnerships with specialized civil society organizations.
  • Supervise the provision of support to enhance access to justice.
  • Supervise the provision of technical and financial support to local CSOs.
  • Maintain and support a coordination mechanism among stakeholders for legal aid and awareness.
  • Supervise public outreach and civic education sessions.
  • Engage in capacity and confidence-building with justice and security sectors.
  • Organize baseline information gathering on access to justice and judicial performance.
  • Extend partnership with Palestinian lawyers to improve legal aid services.
  • Ensure the maintenance and development of legal incubators and legal/social clinics.
  • Liaise with national counterparts, UN agencies, NGOs, and targeted populations.
  • Conduct thematic analyses and programme reviews.
  • Ensure integrity of financial and administrative procedures.
  • Supervise requisitions, purchase orders, and payment requests.
  • Provide leadership and oversight for qualitative services to national counterparts and beneficiaries.
  • Support and assist in resource mobilization efforts.
  • Ensure coherence, complementarities, and coordination with other development actors.
  • Advocate for and contribute to UN and multi-partner joint planning and programming.
  • Build partnerships with local and international civil society organizations.
  • Identify funding opportunities and support resource mobilization with donor partners.
  • Identify sources of information related to policy-driven issues.
  • Synthesize best practices and lessons learned.
  • Contribute to UNDP global knowledge networks and communities of practice.
Required Experience
  • Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reform or related issues is required.
  • Experience in programme/project planning and execution as well as monitoring and evaluation of projects is required.
  • Experience working with public institutions as well as with grassroots organizations and civil society is required.
  • Proven track record of grant management with CSOs is required.
  • Proven track record of effective team building and staff supervision is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and in the usage of spreadsheet and database packages is required.
  • Experience in handling web-based management systems is desired.
  • Experience in overseeing and evaluating grants, calls for proposals, and projects is desired.
  • Experience drafting, editing, and producing written and results focused reports is desired.
  • Experience with UN and/or UNDP procedures is desired.
Qualifications
  • Advanced university degree (Master’s Degree or equivalent) in Law, Public Administration, Legal Affairs, Political Science or directly related field is required, OR A first university degree (Bachelor´s degree) in combination with two additional years of qualifying experience will be given due consideration in lieu of advanced university degree.
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in managing development projects CSOs portfolio in Palestine is required.
