Overview
The IT Analyst (Infrastructure Analyst for Integrated National Health Laboratory Information System (SILNAS)) will be responsible for ensuring the reliability, scalability, and security of SILNAS infrastructure components.
Key Responsibilities
- Plan, design, and implement IT infrastructure for SILNAS covering cloud-based environments and on-premises datacenter.
- Configure and deploy production, staging, and development environments.
- Design and implement high availability, load balancing, and disaster recovery mechanisms.
- Coordinate with cloud service providers and datacenter operators.
- Develop and maintain comprehensive infrastructure documentation.
- Design and implement a comprehensive information security framework for SILNAS.
- Execute regular security assessments, vulnerability scanning, and penetration testing.
- Deploy and administer firewall configuration, intrusion detection/prevention systems (IDS/IPS), and security information and event management (SIEM) solutions.
- Ensure strict adherence to national data privacy regulations and international information security standards.
- Formulate and maintain comprehensive incident response plans and security policies.
- Design, configure, and maintain network infrastructure.
- Implement and oversee network segmentation, routing, switching, and bandwidth management.
- Facilitate seamless network integration between cloud environments, on-premise datacenter, and health laboratory facilities.
- Proactively troubleshoot and resolve network-related issues.
- Conduct proactive monitoring of servers, network devices, and security systems.
- Identify, diagnose, and resolve infrastructure-related bugs, system errors, and performance bottlenecks.
- Establish and manage automated alerting and escalation procedures.
- Execute routine system health checks, log analysis, and capacity planning.
- Provide periodic reports on system uptime, incident resolution, and security posture.
- Provide hands-on technical assistance and guidance to the MOH IT team and SILNAS developers.
- Monitor the progress of infrastructure implementation activities.
- Conduct quality assurance reviews on infrastructure deployments.
- Facilitate training sessions and knowledge transfer workshops.
- Prepare and present progress reports, risk assessments, and recommendations.
Required Experience
- Applicants with a Bachelor's degree (or equivalent) are required to have a minimum of two (2) years of experience in cloud environments and on-premises datacenter operations.
- Desired Skills: Experience working effectively with a wide range of stakeholders; Proven experience planning, designing, and managing hybrid IT infrastructure, including hands-on experience with cloud platforms (Amazon Web Services /AWS, Azure, Google Cloud Platform/GCP) and on-premise datacenter management (virtualization like VMware/Hyper-V/ storage management, or server provisioning); Demonstrated experience implementing high availability, load balancing, and disaster recovery solutions, combined with knowledge of modern containerization technologies (Docker, Kubernetes) or Continuous Integration or CI/ Continuous Deliver / CD pipeline infrastructure; Experience in security implementation (firewalls, IAM, encryption, vulnerability assessments, and ISO 27001 standards); Proven experience working in the health sector, with specific exposure to designing, managing, or integrating infrastructure for large-scale health information systems; Strong track record of experience in collaborating with national/subnational government entities (specifically MoH) or international development agencies.
Qualifications
Advanced university degree (Master's degree or equivalent) Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Telecommunications, or other relevant IT-related field is required; or A first-level university degree (Bachelor's degree) in Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Telecommunications, or other relevant IT-related field in combination with two additional years of relevant work experience will be given due consideration in lieu of Master's Degree.
