Overview
The consultant will support UNICEF programme teams and government institutions in research, child identity systems, and birth registration initiatives.
Key Responsibilities
- Draft and operationalize Memorandum of Understanding.
- Manage implementation research, including documentation and analysis.
- Provide technical input for identifying children and referencing records.
- Review identity data elements and systems.
- Define a Child Identity Data Model and Conceptual Architecture.
- Provide guidance on interoperability, data exchange, and governance.
- Support MoH and CRVS actors in accelerated birth registration.
- Provide strategic and technical support for integrated systems.
- Support the child protection section in drafting guidance notes, proposals, and stories.
Required Experience
- Minimum 8 years of relevant experience in CRVS systems, identity systems, digital public infrastructure or sectoral information systems.
- Demonstrated experience in integration and interoperability between government information systems.
- Experience working with sectoral systems such as EMIS, HMIS or similar administrative data systems.
- Experience working with governments or international organizations in digital systems strengthening.
- Experience managing complex MOUs or Contracts with private and academic institutions.
Qualifications
Advanced university degree (at least Masters) in information systems, computer science, statistics, data science, public health, population studies or a related field.
