Overview
The Finance Officer role is responsible for financial management, monitoring, control, and reporting of Technical Cooperation (TC) programmes, projects, and activities.
Key Responsibilities
- Review and analyze the verification and monitoring of open transactions pending grants closure; perform GL accounts reconciliation and GM/FI reconciliation; record realized FX differences, un-cleared open items, advances, assets, etc.
- Advise and guide respective counterparts on necessary actions and ensure the timely and proper closure of grants.
- Design relevant standard operating procedures, prepare guidelines, manuals, and instructions to reflect those in the grant manual in proper manners, and deliver training to staff.
- Review, analyze and recommend continuous improvements to financial operating procedures, focusing on TC-related financial management, ensuring operational efficiency.
- Advise the timely and accurate completion of closure activities, ensuring proper financial reporting.
- Provide comprehensive financial information and analysis of the TC portfolio, ensuring transparency and accountability to stakeholders.
- Lead TC-related forecasting and reporting in consultation with relevant stakeholders.
- Monitor and report on TC project overruns and potential financial shortfalls, ensuring early identification and mitigation of financial risks.
- Collaborate with organizational entities to improve processes related to the financial management of TC programs and projects, ensuring compliance with regulations and guidelines.
- Lead the implementation of enhancements to TC financial management processes and systems to improve operational effectiveness and alignment with organizational requirements.
- Review and analyze processes related to the setup, maintenance and closure of TC projects, identifying opportunities to enhance efficiency, accuracy and compliance.
- Develop recommendations for system innovations and business process optimization, supporting continuous improvement and digital transformation initiatives.
- Perform any other duties assigned by the Director, COR/FIN or Head, COR/FIN/TCU.
Required Experience
- A minimum of professional experience aligned with the educational level is required:
- First-level university degree (Bachelor’s): at least 8 years of relevant professional experience.
- Advanced university degree (master’s or equivalent): at least 5 years of relevant professional experience.
- Doctorate: at least 3 years of relevant professional experience.
- Progressively responsible relevant professional experience in the field of budget and financial management, at international level is required.
- Experience in working with international organizations such as the UN system is desirable.
- A minimum of three (3) years’ experience with Enterprise Resource Planning (ERP) systems is required.
- Experience with financial management within the framework of the EU-UN FAFA agreement is desirable.
- Demonstrable Experience with other non-EU voluntary contributions is desirable.
- Demonstrable Experience with International Public Sector Accounting Standards (IPSAS) is desirable.
- Demonstrable prior experience with harmonization of business practices and ERP systems in the private sector and/or international organizations is desirable.
Qualifications
First-level university degree (bachelor’s or equivalent) in economics, finance, business and administration or other related field is required. An advanced university degree (master’s or equivalent) or Doctorate in the same fields are accepted with a reduced requirement for years of professional experience.
