Overview

Support the implementation of IOM’s voucher interventions under the Typhoon Sinlaku reconstruction programme in Chuuk State. The role contributes to a market-informed voucher assistance mechanism for shelter reconstruction.


Key Responsibilities
  • Support the implementation of vouchers interventions and start-up support activities.
  • Conduct market assessments and analyses.
  • Contribute to the development and periodic revision of voucher catalogues.
  • Support the identification, vetting, selection and management of local and regional vendors.
  • Support beneficiary registration and verification.
  • Liaise with Logistics, Procurement, Shelter and Programme teams.
  • Conduct community engagement and beneficiary sensitization activities.
  • Contribute to the integration of Accountability to Affected Populations (AAP), Protection, Gender and Inclusion considerations.
  • Provide technical support and guidance to field staff.
  • Liaise with government counterparts, community leaders, vendors, implementing partners, donors and other relevant stakeholders.
  • Monitor voucher redemption, vendor performance, material delivery, beneficiary utilization and overall programme performance.
  • Support the implementation of Post-Distribution Monitoring (PDM) activities.
  • Prepare donor reports, program updates, briefing notes, presentations, statistical analyses and other documentation.
Required Experience

Demonstrated experience supporting the implementation of cash-based interventions, voucher assistance programmes, cash-for-work activities, or market-based programming in humanitarian or development contexts; Experience conducting market assessments, vendor assessments, supply chain analyses, and feasibility studies; Experience supporting voucher distribution systems, beneficiary registration processes, voucher reconciliation, expenditure tracking, and financial control mechanisms; Experience working in disaster response, recovery, reconstruction, climate adaptation, resilience-building, or emergency shelter programs is highly desirable.

Qualifications

Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with two years of relevant experience; or, University degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience.

Languages Preferred
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian and Spanish) is an advantage.
