Overview
Support the International Organization for Migration (IOM) Mission in Georgia in assessing migration data needs for the future Population Register and developing recommendations for incorporating migration data into the Population Register.
Key Responsibilities
- Reviewing relevant documents, including Geostat's draft Roadmap for the development of the Population Registry, the standardized migration data methodology, relevant legal and policy documents, and international standards and good practices on population registers and migration statistics.
- Preparing an Inception Report outlining the proposed methodology, work plan, assessment approach, and stakeholder consultation plan.
- Developing an assessment framework for identifying migration data requirements and the technical considerations for integrating the standardized migration data methodology into the future Population Registry.
- Preparing the agenda, discussion materials, and presentations for the stakeholder consultation round table.
- Undertaking one mission to Georgia to facilitate the stakeholder consultation round table, present relevant international practices, discuss migration data requirements and priorities with Geostat and other relevant stakeholders, and collect technical inputs for the assessment.
- Leading the assessment of migration data requirements for the future Population Registry.
- Developing draft recommendations for mainstreaming migration data-related aspects into the Population Register.
- Revising and finalizing the recommendations based on feedback from IOM, Geostat, and other relevant stakeholders.
- Submitting the final Recommendations for Mainstreaming the Standardized Migration Data Methodology into the Development of the Population Registry, together with the stakeholder consultation report, and a presentation summarizing the key findings and recommendations.
- Presenting the final recommendations to IOM and Geostat through an online debriefing meeting, if requested.
- Submitting the final Consultancy Report summarizing the activities undertaken, methodology applied, and key findings.
Required Experience
- At least 5 years of progressively responsible professional experience in official statistics, migration data, population registers, civil registration and vital statistics (CRVS), administrative data systems, or related fields.
- Demonstrated experience in the development, assessment or modernization of population registers, administrative data systems, or official statistical systems is required.
- Proven experience in developing statistical methodologies, technical guidance, or policy recommendations related to migration statistics, population statistics, or administrative data is required.
- Demonstrated knowledge of international standards and recommendations related to migration statistics, population registers, administrative data, and official statistics.
- Experience in conducting institutional assessments and preparing technical recommendations for governments or national statistical offices is required.
- Experience in facilitating technical workshops, stakeholder consultations, and consensus-building processes involving government institutions and development partners is required.
- Previous experience working with National Statistical Offices, government institutions, and international organizations is required.
- Experience in integrating gender-responsive and inclusive approaches into statistical systems, administrative data, or policy development is desirable.
Qualifications
Advanced university degree in statistics, demography, economics, public administration, social sciences, information systems, or another relevant field.
