Overview

This position provides programmatic expertise in integrating a gender perspective into programmes and projects, particularly in the politico-military dimension of security, arms control, conflict prevention, policing, border management, combating terrorism, and security sector governance and reform.


Key Responsibilities
  • Providing knowledge and expertise on integrating a gender perspective in programmes and projects, especially in the first dimension of OSCE’s security work.
  • Providing technical expertise and inputs on gender mainstreaming, including to senior management, with a focus on the politico-military aspect.
  • Drafting briefings, proposals, and reports related to the promotion of gender equality in the first dimension.
  • Drafting talking points for senior management and statements/speeches for the Senior Adviser on Gender Issues.
  • Advising departments, field operations, and Institutions in designing and implementing projects and promoting the inclusion of a gender perspective in comprehensive security.
  • Monitoring the implementation of projects within the framework of OSCE standards and the 2004 Action Plan for the Promotion of Gender Equality.
  • Performing other duties as assigned.
Required Experience

A minimum of seven years (or five years with a second-level university degree) of professional experience in gender issues, human rights, peace and security; Solid experience in programme management in bi- or multi-lateral development organizations, including field operations; Solid knowledge and awareness of international texts and conventions related to gender equality, especially the Women, Peace and Security Agenda, and concepts of technical co-operation in this field; Knowledge of the OSCE related commitments and fields of expertise of the first dimension would be an asset; Proven ability to analyse and evaluate critical matters in the field of gender equality, preferably in the first dimension, and to design strategies to address them.

Qualifications

A first-level university degree in gender studies, international relations, political sciences or other relevant field.

Professional fluency in English with excellent communication (both oral and written) skills.
Languages Preferred
knowledge of other OSCE region languages, especially Russian, would be an asset

Remuneration
Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
