Overview

The Humanitarian Military and Security Coordination Analyst will support OCHA's mandate by liaising with security forces, contributing to strategy development, and disseminating coordination guidelines.


Key Responsibilities
  • Act as an operational focal point, liaising with the Nigeria Armed Forces and other security forces.
  • Assist with humanitarian-civil-military and security mapping.
  • Contribute to the formulation and implementation of a HCMCoord strategy and action plan.
  • Ensure dissemination and understanding of humanitarian civil-military coordination guidelines.
  • Support the maintenance of a contact network with other UN Agencies and INGOs.
  • Assist in supporting the humanitarian coordination structure on mechanisms to interface with military representatives.
  • Support sub-national cluster coordinators or humanitarian organizations in requesting military support.
  • Monitor activities by military forces to support humanitarian organizations.
  • Maintain communication with military forces and establish mechanisms to resolve operational issues.
  • Educate military and/or police forces on coordination with the international humanitarian community.
  • Provide support with inputs to briefings for Management on HCMCoord issues.
  • Assist in identifying training needs of humanitarian actors and military forces.
  • Assist Access colleagues with the Humanitarian Cargo Notification System.
  • Perform other duties as may be requested.
Required Experience

Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of professional experience in humanitarian civil-military coordination, and Security is required. Experience with exposure to Nigerian Armed Forces is desirable. Experience in working with Office suite applications (Word, Excel, Access, PowerPoint) is desirable. Experience in social, political, and economic conditions is desirable. Experience facilitating meetings and reporting; a strong, successful communicator, is desirable.

Qualifications

An advanced university degree (Master's degree or equivalent) in Social Science, International Relations, Political Science, Law, or other relevant science, or a related field, or a relevant first-level university degree in the above field with a combination of two additional years of qualifying experience will be accepted in lieu of the advanced university degree.
