Overview
The role is responsible for the technical development of program software solutions and training teams on their use. The purpose is to provide the necessary technical expertise for digital transformation in land administration.
Key Responsibilities
- Participate in the design and development of land registries or integrated zoning plan management systems.
- Initiate approaches and programs to support the integration of artificial intelligence algorithms for OCR, document analysis, and anomaly detection.
- Support the design and development of intuitive user interfaces.
- Design and implement a digital archiving strategy.
- Develop an electronic document management system (EDMS).
- Ensure the security, integrity, and sustainability of archived data.
- Design and lead training sessions for land administration agents.
- Provide technical coaching to the national development team.
- Produce user manuals, technical guides, and teaching materials.
- Ensure the connectivity and interoperability of the land information system (LIS) with other government information systems.
- Document source codes, AI algorithms, system architectures, and maintenance procedures.
- Contribute to the development of the official protocol for the use of LIS software.
Required Experience
- 1 month required experience.
- Professional experience in software development, database management, and information system architecture, particularly in digitalization projects or the development of IT network security policies and procedures.
- Proven experience in using AI/ML algorithms (natural language processing, OCR, image analysis) for document analysis, data management, and the development of an AI-based decision-making platform.
- Good knowledge of digital archiving principles (OAIS standards, sustainable conservation formats, data security, metadata management).
- Knowledge of best practices in information system security, access control management (RBAC), and personal data protection.
- Proven experience in training and coaching technical teams and administration agents.
Qualifications
Master's degree in computer science, software engineering, information systems, or any related field.
