Overview

Support the planning and implementation of the procurement of oncology medicines, medical consumables, laboratory reagents and medical equipment under the National Cancer Control Program.


Key Responsibilities
  • Support the planning and implementation of the procurement of oncology medicines, medical consumables, laboratory reagents and medical equipment under the National Cancer Control Program.
  • Contribute to joint quantification and demand forecasting exercises with the Ministry of Health and the Procurement Center.
  • Support market analysis, supplier engagement and demand aggregation across therapeutic categories and years.
  • Assist in advancing an expedited, reliance-based registration pathway for a defined priority list of oncology medicines.
  • Support quality assurance and logistics arrangements for oncology commodities.
  • Contribute to the institutional strengthening of the Procurement Center under the Ministry of Health and its regional branches.
  • Support linkages between the oncology supply chain workstream and UNDP's digital health portfolio.
  • Support coordination, monitoring and reporting under the project workplan.
  • Contribute to knowledge management and visibility of project results, and document lessons learned.
  • Promote volunteerism and contribute to the integration of volunteerism into development programming.
Required Experience

3 years of professional experience in public health programme implementation, health procurement and/or supply chain management of medicines and medical products, preferably including oncology or other non-communicable disease commodities. Demonstrated experience in quantification and forecasting of health commodities, procurement planning, quality assurance, warehousing/cold chain or distribution; familiarity with national regulatory processes for the registration of medicines, WHO prequalification and international procurement (UN agencies) is a strong asset.

Qualifications

Master's degree or equivalent in higher education in higher state education institution of the Russian Federation in Public Health, with a focus on oncological diseases and/or supply chain management in the health sector. Degrees in pharmacy, health economics or health management with a relevant specialization may also be considered.
