Overview
The Director of Finance is responsible for the full spectrum of financial management operations, including budgeting, contracting, accounting, and financial management activities within JFCBS, as well as Internal Control and Risk Management within the Finance Directorate.
Key Responsibilities
- - Serve as senior responsible executive for all financial management operations in the HQ.
- - Forecast, monitor, execute and account for appropriated and non-appropriated fund budgets.
- - Perform financial analysis of military requirements.
- - Assist in the preparation of resource planning documents.
- - Advise the Commander on budget, finance, and contractual issues.
- - Represent COM JFC to various committees and boards.
- - Advise on the adequacy, status, and utilization of resources.
- - Develop and execute financial, budgetary, accounting, treasury, and procurement policies.
- - Prepare budget estimates for JFCBS and provide services to deployed headquarters.
- - Conduct budget pre-screenings and present financial positions.
- - Develop procedures to control fund execution.
- - Be the Office of Primary Responsibility for policy affecting procurement, contracting, receipt, accounting, and disposal.
- - Monitor procurement and contracting activities.
- - Responsible for the submission of Headquarters’ Financial Statements.
- - Provide subjects for ACO Internal Audit and support audit activities.
- - Establish and maintain a Financial Risk Register and an Internal Control Framework.
- - May be required to perform like duties elsewhere or Chair the Contracts Award Committee.
Required Experience
- - Minimum 15 years’ post related experience.
- - Minimum 5 years’ experience at management level.
- - A proven record of successful performance in challenging Financial Management positions (to include authority, accountability, leadership skills, influence developments, risk management, strategic relations).
Qualifications
- University Degree in finance, accounting, business administration, economics, public administration or related discipline.
