Overview

The Lead Biomedical Engineer will play a key role in the INFRAIGSS Program, focusing on equipment for hospital modernization, with an initial emphasis on the new Hospitals of Zacapa and Arrivillaga. The role involves leading technical planning, acquisition, and commissioning phases of complex health technologies.


Key Responsibilities
  • Analyze and define technological needs for health technologies (equipment, furniture, medical vehicles).
  • Provide specialized technical advice on health technologies.
  • Participate in assessing the viability and operational performance of equipment.
  • Define equipment lists and budget pre-configurations.
  • Develop and review technical specifications for equipment.
  • Provide technical input for technological standardization.
  • Review technical sheets and hospital designs related to medical equipment.
  • Support the preparation of tender documents, particularly technical specifications.
  • Monitor procurement processes and assist in resolving bidder clarifications.
  • Participate in evaluation committees and support evaluation reports.
  • Track and participate in the implementation of delivery plans.
  • Coordinate equipment delivery, installation, testing, commissioning, and training.
  • Verify that supplied medical equipment complies with contract specifications.
  • Monitor partial payments and warranty documents.
  • Alert about delivery delays or support claims for defective equipment.
  • Prepare documentation for equipment deliveries.
  • Participate in reception committees.
  • Prepare progress and closing reports for contracts.
  • Support the preparation of equipment inventories and user/maintenance manuals.
  • Prepare maintenance and operation plans for installed equipment.
  • Maintain accurate and up-to-date documentation.
  • Program team travel to project sites.
  • Coordinate activities with other project components and personnel.
  • Participate in technical meetings and support functional review of projects.
  • Prepare progress and closing work reports.
  • Support the training and technical knowledge of the Associate's work team.
  • Support the harmonization of technical characteristics of installation sites with acquired equipment.
  • Support the regional network in medical equipment matters.
  • Execute other assigned tasks.
Required Experience
  • 7 to 5 years of professional experience (depending on academic titles) directly related to the management, acquisition, and/or commissioning of medical equipment in new hospital projects.
  • Proven experience in the implementation and commissioning of equipment in new hospitals of at least 200 beds.
  • Experience in new hospital infrastructure projects.
  • Experience in procurement processes for medical vehicles (ambulances, mobile units, etc.).
  • Team coordination.
  • Definition of technical specifications and quality standards for complex medical equipment, including the use of technical literature and national/international regulations.
  • Definition of medical equipment needs for health structures with beds.
  • Experience in providing consulting or technical advisory services to government agencies, multilateral development banks, international cooperation agencies, multinationals, and/or the United Nations System.
  • Work experience in Latin American and Caribbean countries, with preference for the Central American region.
Qualifications
  • Required: University degree at Bachelor's level (equivalent to Bachelor's degree) in Biomedical Engineering, Bioengineering, or a related field.
  • Master's degree preferably in Biomedical Engineering, Clinical Engineering, Hospital Engineering, Hospital Maintenance, Hospital Infrastructure Management, or related fields.
  • Desired: Studies in Hospital Management.
  • Desired: Project Management Certification (PMP, PRINCE2 or similar).
