Overview
The role involves modelling and analyzing FAO’s workflow related to the Procurement Function's interface with stakeholders, particularly the Legal Office. The purpose is to define tasks and responsibilities within the organization's procurement structure.
Key Responsibilities
- Model the current workflow as formally defined in FAO's normative framework, covering discrete functions of the Procurement Function and Legal Office, and their position within the entire workstream of FAO relative to procurement.
- Position these functions within the entire workstream of FAO relative to procurement, from upstream funding provision to closure of contracts, and cover all interactions between stakeholders leading to acquisition and ultimate delivery and procurement closure.
- Analyze currently proposed consolidation and evolution proposals and create alternative workflow model(s), pointing out differences between the status quo and the evolution.
- Present possible alternative pathway(s) for consolidation and evolution based on agreed principles for division of labour and respective authority of procurement and legal functions, including consequent changes affecting other stakeholders.
- Deliver the workflow model of the current approach within two weeks of kick-off.
- Deliver the workflow model of the consolidated, evolved approach within four weeks of kick-off, if deemed useful and viable.
- Make a virtual final presentation at the end of the modelling.
Required Experience
- At least 10 years of relevant experience in non-manufacturing quality assurance, including process workflow modelling and/or business process design/mapping.
- Work experience in modelling and reviewing processes within IGOs will be considered an asset.
- Work experience in modelling and reviewing processes involving procurement and legal functions will be considered an asset.
- Work experience in more than one geographic location would be considered an asset.
Qualifications
- Advanced University degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in Law, Economics, Business Administration, Logistics, Management Engineering, or any other discipline relevant to the work of the Organization.
- Certification as an ISO 9001 auditor, or a similar qualification.
