Overview

The Finance Officer will be responsible and accountable for supporting and coordinating the budgetary and financial functions of the IOM Cambodia Country Office and its Sub-Offices.


Key Responsibilities
  • Provide support in monitoring and overseeing financial management for all activities in the CO.
  • Undertake preliminary financial analysis of programmes/projects.
  • Monitor budget control processes.
  • Follow up on the implementation of effective internal controls.
  • Provide technical support to Programme/Project Managers.
  • Ensure accounting data is properly entered into the ERP system.
  • Maintain accurate financial records.
  • Assist in reviewing monthly accounting closure records and returns.
  • Assist in preparation of annual budget for the CO and new programmes/projects.
  • Inspect Payroll versus programme/project budgets.
  • Coordinate and prepare programme/project financial reports.
  • Liaise with relevant Units at HQ, Administrative Centres and the Regional Office.
  • Supervise and manage the Finance Unit’s staff.
  • Assist in forecasting cash flows.
  • Make recommendations on procedural improvements.
  • Contribute to the training of staff in accounting, finance and compliance.
  • Facilitate and support capacity building and knowledge sharing.
  • Provide support in facilitating financial audits.
  • Perform other duties as may be assigned.
Required Experience
  • Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
  • Experience in accounting, financial management and reporting.
  • Experience in preparing clear and concise financial and management reports.
  • Experience working in and with international institutions.
  • Experience with internal control assessment, internal or external audit.
  • Previous work experience in the Region is an advantage.
  • Previous working experience in emergency operations is an advantage.
Qualifications
  • Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution.
  • University degree in Accounting, Business Administration, or a related field.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be an advantage.

Languages Required
Fluency in English is required (oral and written).
Languages Preferred
Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
