Overview
The Senior Monitor is responsible for implementing the Country Office's M&E Action Plan at the field office level. This role involves collecting data on program implementation and WFP results to inform operational decision-making and strategic reorientation.
Key Responsibilities
- Apply corporate monitoring and evaluation (M&E) standards in field monitoring activities.
- Collaborate with program/implementation colleagues to monitor intervention execution and results.
- Establish and maintain partnerships with beneficiary communities, cooperating partners, and subcontracted partners for monitoring.
- Integrate gender, equity, disability, protection, human rights, and inclusion themes into M&E work.
- Coordinate training of enumerators and external or third-party monitors.
- Suggest improvements to field supervision processes and procedures.
- Support the monitoring focal point in designing and following up on monitoring plans.
- Provide information on programmatic activity locations to inform sampling plans.
- Coordinate the monitoring plan and collect data on products, processes, and results.
- Apply surveys using questionnaires and question guides.
- Monitor beneficiary attendance, food distribution, cash-based transfers, and non-food items.
- Report programmatic risks/findings monthly and escalate when necessary.
- Ensure timely registration of information and documentation in monitoring tools.
- Adopt and utilize qualitative monitoring methodologies.
- Support remote monitoring application.
- Ensure collected data is disaggregated according to corporate standards.
- Ensure WFP programs are executed in accordance with field level agreements (FLAs) and WFP institutional norms.
- Track monitoring visit registration and coverage.
- Follow ethical guidelines during monitoring activities.
- Coordinate the preparation of technical support missions.
- Establish a focal point for the Community Feedback Mechanism (CFM).
- Perform periodic data quality checks.
- Upload data to centralized databases/platforms.
- Present reports on field missions and use an escalation system for issues.
- Attend meetings to review monitoring results and agree on recommendations.
- Provide timely information to beneficiaries on actions taken based on monitoring findings and CFM.
- Support data verification, cleaning, analysis, and interpretation.
- Compile observations and feedback from cooperating partners and beneficiaries.
- Support data collection related to reviews and evaluations.
Required Experience
- Minimum of five (5) years of experience in social and community work, in humanitarian aid and development.
- At least three (3) years of field experience in implementation and/or monitoring of social projects involving vulnerable populations.
- Experience in collecting and analyzing quantitative and qualitative data on program outputs and outcomes.
- Experience in database management.
- Experience in basic development of data collection tools and reports.
- Experience in the use of web-based information systems and real-time data collection applications.
- Desirable: General knowledge of WFP's monitoring and evaluation systems and standards.
Qualifications
- Completion of secondary education cycle.
- Desirable: Professional degree in social, economic, nutrition, agriculture, or related fields.
