Overview
The Administrative and Finance Officer, P3, is responsible for managing administrative and financial tasks within the Office for the Coordination of Humanitarian Affairs (OCHA) in Kabul, Afghanistan, reporting to the Head of Office.
Key Responsibilities
- Prepare and revise cost plans and financial authorizations.
- Monitor obligations and expenditures against financial authorizations.
- Develop and maintain internal controls for financial resource utilization.
- Provide guidance on financial accountability and resource use.
- Coordinate the production of financial reports.
- Review proposed obligations and disbursements for third-party agreements.
- Monitor and follow up on outstanding NGO and UN Agency reports.
- Manage petty cash and maintain accurate records.
- Prepare payroll for national staff and follow up on international staff payments.
- Verify inter-office vouchers (IOVs).
- Ensure proper management of office assets, including inventory and disposal.
- Provide information for audit observations.
- Provide guidance and leadership to junior staff.
- Coordinate recruitment and administration of national staff with UNDP.
- Provide guidance on performance appraisal system requirements.
- Maintain confidential personnel files.
- Ensure separating staff finalize in-country formalities.
- Ensure staff time and attendance are properly recorded and submitted.
- Support procurement of goods and verify receipt.
- Control and manage equipment.
- Ensure corporate administration of common premises & Service Agreements.
- Assist in ensuring Minimum Operation Security Standards (MOSS) compliance.
- Ensure office premises are well maintained and provided with common services.
- Oversee identification of office technology needs and maintenance.
- Ensure adequate office supplies and maintain a tracking system.
- Supervise and/or prepare travel authorizations and verify travel claims.
- Maintain a central filing system.
- Represent OCHA at administrative meetings.
- Supervise national administrative staff.
- Perform other duties as required.
Required Experience
- A minimum of five (5) years of progressively responsible experience in administration, finance, human resources management, or related area is required.
- Admin and/or Finance experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
- Work experience with Umoja, SAP or similar Enterprise Resources Planning (ERP) tools is required.
- Experience in the Central Asia region is desirable.
- Experience handling administrative-related matters in a humanitarian context within the UN common system or other comparable international organization is desirable.
Qualifications
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related field is required. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
