Overview
Ensures the performance of all tasks necessary to procure goods, services and individual consultants in accordance with UNDP rules and regulations. This may include tasks such as reviewing TORs and RFPs for completeness and correctness, posting RFPs, seeking bids on goods and services, and processing applications.
Key Responsibilities
- Ensures full compliance of project procurement activities with UN/UNDP rules, regulations, policies and strategies.
- Supports procurement processes including preparation of the Procurement Plan, maintenance of corporate procurement systems, and organization of procurement processes (RFQs, ITBs, RFPs, hiring consultants).
- Prepares submissions to Contract, Asset and Procurement Committees and Advisory Committee on Procurement.
- Verifies, reviews and supports drafting of Terms of Reference (TOR)/technical specifications/Statement of Work (SOW).
- Serves as secretary of tender procurement processes, including preparation of documents, coordination of evaluation meetings, and preparation of reports.
- Conducts tenders in Quantum and processes them through UNall.
- Implements proactive contract management and timely follow-up on purchase order fulfilment.
- Liaises with stakeholders of procurement processes.
- Prepares Purchase orders (POs) and contracts in Quantum and manages procurement contract performance.
- Supports project management on physical assets disposal.
- Maintains adequate filing and documentary evidence of all procurement and contract management processes.
- Ensures timely provision of appropriate supplies and logistical support.
- Assists in problem-solving, bottlenecks prevention, and risk analysis of procurement processes.
- Develops and updates rosters of suppliers/consultants and implements supplier selection and evaluation.
- Uses and implements e-procurement and other online modules.
- Provides trainings on procurement-related processes to project staff, if needed.
Required Experience
- Minimum 7 years (with Secondary Education) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level in procurement/supply chain, logistics, or related areas.
- Proficiency in the usage of computers and office software packages (MS Word, Excel).
- Knowledge of automated procurement systems.
- Advanced knowledge of spreadsheet and database packages and experience in handling web-based management systems.
Qualifications
- Secondary Education is required.
- A University degree in the field of procurement/supply chain, logistics, or other relevant field will be given due consideration, but it is not a requirement.
- CIPS-3 procurement certification is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
