Overview
The Anti-Corruption Analyst will provide technical support on anti-corruption activities and other activities related to the Green Energy Recovery Programme in Ukraine.
Key Responsibilities
- Ensure implementation of project activities and delivery of results.
- Coordinate, monitor, and report on progress in implementing anti-corruption activities.
- Verify individuals and entities for sanctions and monitor bankruptcy and criminal proceedings.
- Monitor the Unified State Register of Court Decisions and the "Consolidated Information on Decisions of the AMCU Bodies".
- Provide consultative support to clients and contractors on anti-corruption activities.
- Contribute to monitoring and assessment of corruption, fraud, and money laundering risks.
- Organize actions to mitigate and manage risks of cooperation with contractors.
- Design and deliver capacity development inputs, training, seminars, briefings, and workshops.
- Identify and summarize best practices and lessons learned in anti-corruption activities.
- Promote conflict sensitivity, human rights, and gender equality approaches.
- Ensure mainstreaming of gender equality considerations.
- Implement best practices and innovations to enhance efficiency and effectiveness.
- Participate in relevant working group meetings and share information with partners.
- Undertake field site visits to monitor implementation.
- Contribute to strengthening strategic communication and outreach to regional and local authorities.
- Contribute to the selection processes of project's contractors and oversee their work.
- Establish partnerships and ensure efficient and effective delivery of the Project.
- Prepare supportive documents in line with Project objectives and tasks.
- Closely work with respective governmental organizations.
- Ensure coordination/partnership with relevant governmental, non-governmental, and international organizations.
- Develop a professional platform for networking and partnership building.
- Contribute to the preparation and implementation of the Project communications strategy and plan.
- Ensure full compliance of project activities with UNDP rules, regulations, and procedures.
- Prepare sections of project reports.
- Review norms and normative, certification and other requirements.
Required Experience
- Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of proven experience in analysis and research in the field of anti-corruption, law, public policy, monitoring government performance or implementing anti-corruption initiatives, or other related areas.
- Sufficient usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.
- Familiarity with the relevant Ukrainian national laws and procedures.
- Demonstrated expertise in addressing anti-corruption issues, aligned with gender-responsive research methodologies shall be considered an asset.
- Experience working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an advantage.
- Experience in preparation of progress and annual project reports on anti-corruption issues is desirable.
- Experience in monitoring open sources of information shall be considered an asset.
- Experience in quality assurance and anti-corruption monitoring of project activities would be an advantage.
Qualifications
- Advance university degree (Master’s degree or equivalent) in Law, Finance, Economics, Public Management, Business Administration, Social Sciences, or other related fields is required.
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
