Overview

This post is critical to supporting the repositioning of UNICEF Costa Rica in a high-income country context, strengthening the organization’s value proposition through public finance for children, innovative financing, and high-impact policy engagement.


Key Responsibilities
  • Supports the collection, analysis and user-friendly presentation of data on multidimensional and monetary child poverty.
  • Analyzes the macroeconomic context and its impact on social development, emerging issues and social policy concerns.
  • Supports the development of social protection policies, legislation and programmes.
  • Promotes strengthening of integrated social protection systems.
  • Undertakes budget analysis to inform UNICEF’s advocacy and technical assistance.
  • Supports the identification of policy options for improved domestic financing of child-sensitive social protection interventions.
  • Supports the development and application of innovative financing approaches.
  • Collaborates with central and local authorities to improve policies, planning, budgeting, consultation and accountability processes.
  • Supports correct and compelling use of data and evidence on the situation of children.
  • Establishes effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies.
  • Manages, coordinates and provides strategic oversight to technical support around child poverty, social protection, public finance and governance.
Required Experience

A minimum of five years of relevant professional work experience is required. Experience working in middle-income and/or high-income country contexts, or on public finance and policy reform, is considered an asset. Background and/or familiarity with emergency is considered as a strong asset.

Qualifications

An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

Fluency in Spanish and English is required.
Languages Preferred
Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is an asset.
