Overview
The Programme Officer (Cash Transfers) role supports the implementation of emergency cash transfers and contributes to the adaptive and shock-responsive social protection agenda in collaboration with partners and government stakeholders.
Key Responsibilities
- Contributes to country office and national emergency preparedness and contingency planning.
- Provides oversight support to the operational implementation of emergency cash transfers.
- Supports enhancements of SOPs and business processes for emergency cash transfers.
- Ensures cash-based transfer program design, risk informed delivery and assurance.
- Embeds risk analysis and risk mitigation measures into overall management.
- Coordinates with Operations team to facilitate timely processing and reconciliation of cash interventions.
- Technically supports the use of the UNICEF corporate personal data management solution - HOPE.
- Provides day-to-day oversight and support to emergency cash transfer implementation and monitoring.
- Prepares necessary budgets/budget amendments for emergency cash transfers.
- Participates and attends coordination meetings with various stakeholders.
- Supports documentation of lessons learned on cash programming.
- Undertakes data collection and analysis, and completes accurate reporting for donor reports.
- Participates in information exchange with partners and contributes to the development of training and orientation material.
Required Experience
- A minimum of two years of relevant professional experience in emergency context and/or social protection programming.
- Experience in designing and implementing cash transfer programmes.
- Hands-on experience with operational requirements to manage the delivery of cash-based assistance: payment modalities, personal data management.
- Experience working/collaborating with government agencies on disaster response and management.
- Working with UN Agencies on cash transfers is considered an asset.
- Familiarity with adaptive and shock responsive social protection is considered an asset.
- Experience with government-led cash/social protection programs is desirable.
- Knowledge of humanitarian coordination structures is desirable.
- Familiarity with digital payments/financial service providers is desirable.
Qualifications
A university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, Development Studies, Disaster Management, Urban and Regional Planning or another relevant technical field.
