Overview
The Logistics Officer (Emergency Preparedness & Response) role involves managing complex supply chain cases and client requests, requiring adaptation of procedures and processes to resolve issues. The incumbent will lead end-to-end supply chain management and contribute to the design of improved supply chain services.
Key Responsibilities
- Provide input and advise on pipeline from Corridor.
- Participate in forecasting, planning, implementation, monitoring, and evaluation of supply chain operations.
- Support emergency preparedness and response activities, including establishment of Long-Term Arrangements (LTAs), Logistics Capacity Assessment, Contingency Plan updates, and pre-positioning of stock.
- Conduct market research for logistics cross-border operations and advise on procurement approaches.
- Ensure establishment of LTAs and act on specific procurement requisitions.
- Maintain integrity, ethical standards, and accountability in procurement and contracting.
- Ensure appropriate filing of procurement cases and maintain up-to-date records.
- Provide logistics input into distribution plans, advising on infrastructure constraints and delivery mechanisms.
- Liaise with supply colleagues and clients using supply dashboards for pipeline monitoring.
- Perform research, collect data, conduct analysis, and produce reports.
- Provide specialized support in logistics, following standard processes.
- Liaise with internal and external stakeholders to support logistics operations effectiveness.
- Manage documentation processing for logistics operations and resolve operational issues.
- Organize and operationalize distribution plans with clients.
- Assess availability of space and prepare stacking and storage plans.
- Supervise receipt of consignments and dispatch of supplies.
- Account for inventory status from source to beneficiary and carry out regular physical counts.
- Prepare documentation for commodity disposal.
- Participate in events/meetings to build partnerships with UN organizations.
- Identify opportunities for capacity building of partner counterparts and improving supply chain processes.
- Support capacity building of staff and partners on logistics processes and procedures.
- Document lessons learned and best practices in procurement and contract management.
- Contribute to knowledge management within the Supply section.
- Train/capacity build UNICEF partners on warehouse facilities and operations.
- Assess warehousing capacity, including facilities, equipment, manpower, and processes.
- Ensure timely and effective management performance of staff if managerial responsibility exists.
- Ensure knowledge exchange and learning is prioritized to build capacity of individuals and the team.
Required Experience
Minimum of two (2) years of progressively responsible professional work experience in the field of Supply chain and logistics.
Qualifications
A bachelor's degree in one of the following fields is required: supply chain, business administration, contract/commercial law, or another relevant technical field.
