Overview

The role supports the Government of Jamaica across cash-based transfers (CBT), social protection (SP), disaster risk financing (DRF), Anticipatory Action (AA), emergency preparedness and response (EPR), and information and knowledge management (IK), with a strong operational component linked to emergency cash responses.


Key Responsibilities
  • - Lead the planning, implementation and monitoring of CBT operations.
  • - Lead day‑to‑day technical support to the Ministry of Labour and Social Security (MLSS) on CBT operations.
  • - Support the strengthening of shock‑responsive social protection (SRSP) systems.
  • - Contribute to AA and DRF workstreams.
  • - Co‑lead CWG activities.
  • - Coordinate with partners on deduplication, beneficiary verification, and data governance.
  • - Support EPR planning.
  • - Oversee beneficiary data workflows.
  • - Produce accurate operational analyses, briefs, distribution reports, and other documentation.
  • - Deliver capacity strengthening for government and partners.
  • - Supervise Programme Assistants and provide operational guidance.
  • - Contribute to knowledge management, after‑action reviews, data consolidation, and lessons learned.
Required Experience

At least 5 years of progressively responsible experience in CBT, social protection, disaster risk reduction or emergency response. Experience managing large-scale CBT operations, including delivery mechanisms, reconciliation, and exception management. Experience supporting government-led coordination, technical working groups, or multi‑stakeholder platforms. Experience with shock-responsive social protection and/or disaster risk financing is desirable. Experience supervising staff and managing operational workflows.

Qualifications

Advanced university degree in Social Policy, Public Administration, Economics, International Affairs, or another relevant field; or a first university degree with additional years of relevant professional experience.
