Overview
The Supply Chain Manager is responsible for supporting the Supply Chain function to ensure efficient procurement and delivery of supply chain functions in the Yangon office.
Key Responsibilities
- Develop procurement plans for active grants.
- Prepare transport plans and distribution plans.
- Implement all IRC procurement SOPs.
- Develop sourcing strategies and relationships with suppliers.
- Monitor supply market and conduct market surveys & analysis.
- Manage the creation and management of list of Authorized Suppliers.
- Manage approved Item Requirements/PR through Integra system.
- Provide relevant information for ATC check.
- Manage Contracted and Authorized Suppliers.
- Organize to conduct regular market surveys.
- Focal point for all tender procurement process.
- Supervise preparing Requests for Proposal and manage contract/tender processes.
- Support procurement functions for field offices.
- Work with Yangon based Supply Chain team for transportation of procured items.
- Manage and be accountable for the vehicle fleet.
- Ensure correct and timely routine maintenance and repair of IRC vehicles and generators.
- Ensure that all vehicles carry the required on-board documentation.
- Monitor policies and procedures to ensure they are updated and relevant.
- Ensure that compliance with policies is documented.
- Provide support to other departments to ensure compliance.
- Inform Sr. SC Coordinator of any areas of concern of potential or suspected violations.
- Ensure there is no negative audit observations/findings related to Procurement.
- Ensure that issues of compliance are standardized across all field sites.
- Ensure the team member is well understood roles and responsibilities of each task.
- Ensure that supply chain staff annual leave is tracked and planned.
- Review and approve/endorse timesheets of SC staff monthly and leave requests.
- Identify training needs for the staff and make recommendations.
