Overview
Provides substantive technical support and leadership in data systems, population analytics, monitoring frameworks, and evidence generation for the UNFPA Libya Country Office. Plays a critical role in supporting government-led census and population data initiatives.
Key Responsibilities
- Provide technical support to government-led census and large-scale population data initiatives.
- Support organization, cleaning, validation and statistical analysis of data and census and survey datasets.
- Develop analytical briefs, statistical reports and data visualizations.
- Support harmonization of census outputs with UNFPA programme indicators and national development frameworks.
- Participate in inter-agency technical working groups on census, statistics and data systems.
- Contribute to the capacity development of national counterparts in data management and analysis.
- Maintain and periodically review the Country Office results framework and indicator matrix.
- Ensure alignment of programme indicators with UNFPA Strategic Plan and UNSDCF frameworks.
- Consolidate programme data received from field-based integrated teams.
- Ensure consistency of indicator definitions, disaggregation, and reporting standards.
- Maintain centralized programme databases and digital tracking systems.
- Support strengthening and application of data quality assurance protocols.
- Analyze demographic, socio-economic and programme performance data.
- Produce dashboards, analytical summaries and statistical briefs.
- Identify data gaps and recommend improvements in data collection methodologies and tools.
- Support the integration of data visualization tools.
- Coordinate preparation of data inputs for quarterly, annual and donor reports.
- Ensure accuracy and consistency of country-level reporting data.
- Support planning and coordination of evaluations.
- Contribute to drafting evaluation Terms of Reference and reviewing evaluation methodologies.
- Track follow-up on evaluation recommendations and support knowledge dissemination.
- Represent UNFPA in technical data and M&E coordination forums.
- Collaborate with government statistical bodies, UN agencies and development partners.
- Contribute to the data components of UNSDCF and humanitarian monitoring frameworks.
- Support the capacity building of government and non-government partners.
- Document lessons learned and good practices related to data systems and monitoring approaches.
- Promote the use of data-driven approaches within programme planning and reporting processes.
Required Experience
- Minimum 2 years of professional experience in data analysis or statistics, monitoring and evaluation, census or large-scale survey support, and results-based management frameworks is required.
- Demonstrated experience using statistical software (e.g., SPSS, Stata, R or similar).
- Experience working with national statistical institutions is desirable.
- Experience in development or humanitarian contexts is an asset.
Qualifications
• Advanced Degree (Master) in statistics, demography, economics, public health, data science, development studies or related field.
