Overview
The Programme Officer (Migrant Protection) will be responsible for managing, coordinating, and overseeing the activities of the Protection programme in the Turkiye Country Office, with a focus on protection activities within the migration management portfolio.
Key Responsibilities
- Oversee and manage Migrant Protection programming and provide technical support on Protection Mainstreaming.
- Oversee the development and implementation of Migrant Protection Projects and activities.
- Provide operational management, guidance, and technical supervision to Protection staff.
- Establish and maintain strong relationships with UN Agencies, humanitarian organizations, government, and community interlocutors.
- Identify priorities and contribute to the development of new projects based on results frameworks and emerging trends.
- Ensure programmatic directions are shared with international stakeholders.
- Ensure timely and quality preparation and submission of programme reports.
- Coordinate and manage the elaboration and compilation of programme updates/briefs for donors and stakeholders.
- Monitor progress against strategic objectives and programme benchmarks.
- Ensure programme documents and budgets are compliant with IOM policies and donor requirements.
- Oversee the production of visibility/communications materials.
- Guide, monitor, and follow-up with relevant staff in support of CO's strategic inputs.
- Participate in relevant donor or partner meetings, briefings, and conferences.
- Supervise and provide technical support to Programme staff, mentor staff, and conduct trainings.
- Coordinate the development, dissemination, and update of assessment and monitoring tools.
- Draft Standard Operating Procedures (SOPs) for Programme activities.
- Oversee the development and maintenance of data collection and analysis mechanisms.
- Undertake travel duties nationally or internationally as required.
Required Experience
- Master’s degree with five years of relevant professional experience; or University degree with seven years of relevant professional experience.
- Experience in programme conceptualisation, development, monitoring, reporting and evaluation.
- Experience in programme development and capacity-building activities.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
- Demonstrated experience managing complex AVRR programs, including counter trafficking and child protection.
- Experience in applying protection mainstreaming in operational contexts, including identification of vulnerabilities, safe referrals, and ensuring do no harm and rights-based approaches.
Qualifications
- Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution.
- University degree in the above fields.
