Overview
The Programme Analyst provides quality control and substantive review to programme monitoring, reporting, and compliance processes across UNFPA Ukraine’s portfolio. The role supports the tracking of programme implementation, data consistency, and application of UNFPA policies and procedures.
Key Responsibilities
- Support tracking of programme implementation against agreed targets, workplans, and timelines.
- Optimize the use of corporate systems (Quantum+) and internal monitoring dashboards to provide real-time analysis of programme performance.
- Analyze data to identify programmatic trends and gaps for reporting purposes.
- Support monitoring of IP implementation against signed workplans and agreed outputs.
- Conduct substantive technical reviews of Implementing Partner (IP) reports.
- Appraise workplan revisions for technical viability and compliance.
- Analyze risk trends and formulate recommendations for risk mitigation strategies.
- Support coordination and documentation of HACT assurance activities.
- Oversee the implementation of audit and spot-check recommendations.
- Support application of compliance procedures and internal guidance.
- Assist in review and tracking of subcontracting arrangements.
- Validate subcontractor documentation against UNFPA requirements and legal standards.
- Lead the data validation process across the Country Office (CO) portfolio.
- Assist in preparation of inputs for internal and external reporting.
- Ensure high-quality technical inputs for donor reports.
- Monitor and enforce compliance with UNFPA’s Programme and Operations Policies and Procedures.
- Support development, updating, and application of internal tools, templates, and SOPs.
- Assist in maintaining documentation and records related to programme monitoring and compliance processes.
- Support documentation of lessons learned, good practices, and programme results.
- Assist in organizing programme reviews, meetings, and coordination processes.
- Advise programme units on QA trends, emerging compliance risks, and performance bottlenecks.
- Design and deliver capacity-building initiatives for staff and Implementing Partners on UNFPA’s compliance standards, RBM, and HACT assurance requirements.
Required Experience
Relevant professional experience in programme support, reporting, or data management. Familiarity with results-based management and monitoring tools.
Qualifications
Advanced degree in health, population, demography and/or other related social science discipline.
