Overview

The Director, Air Transport Bureau (ATB) is responsible for directing and managing the execution of the Bureau's work programmes and activities, formulating overall strategies, policies, and business plans, and overseeing the development and implementation of the Bureau's work programme.


Key Responsibilities
  • Leads, directs and manages the work and staff of the Air Transport Bureau (ATB).
  • Directs and manages the execution of ICAO’s Air Transport Programmes.
  • Provides policy and operational direction for the Organization on Air Transport matters.
  • Provides strategic advice to ICAO Governing Bodies, serves as Secretary of the ICAO Air Transport Committee (ATC), and liaises with government officials on matters related to Air Transport.
  • Serves as ICAO representative on UN System, and other international and regional bodies dealing with matters related to air transport.
  • Performs other related duties, as assigned.
Required Experience
  • Over 15 years of progressively responsible professional experience, reaching executive level in the planning, management and coordination of activities in air transport or related area is required.
  • At least five (5) years of experience at senior managerial level, overseeing the planning and implementation of civil aviation programmes and projects in a public or private sector organization is required.
  • Experience at the international level or dealing with aviation matters crossing national boundaries, including high-level negotiation with government authorities is required.
  • Managerial experience at the senior executive level with proven leadership ability to plan and direct large-scale civil aviation programmes/projects, in a multicultural environment is required.
  • Experience in strategic business planning, building cohesive teams and directing them towards the achievement of identified goals within approved budgets and agreed timelines is required.
  • Experience in leading change management initiatives and fostering innovative reforms is required.
  • Experience with corporate performance management in the public or private sector is required.
  • Experience in dealing with multilateral financial institutions and UN development mechanisms is desirable.
  • Experience in results-based management practices and procedures is desirable.
  • Experience in public speaking and media engagement is desirable.
Qualifications

An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field, scientific or technical/engineering discipline, management, administration, economics, law, or related field, is required.

French or Arabic or Spanish or Chinese (Mandarin) or Russian is desirable.
Contract Duration
The initial appointment will be on a fixed-term non-career basis for a period of four (4) years (first year is probationary for an external candidate). A second fixed-term non-career appointment may be granted to the incumbent, subject to re-appointment procedures. The combined duration of the initial and second fixed-term contracts shall not exceed eight (8) years.

Annual Salary for this post: US $177,318 (which includes a Net Base Salary of US $130,477 + Post Adjustment of US $46,841)
