Overview
The Economic Affairs Officer will monitor economic developments, conduct research and analysis on regional integration, trade, urban development, and development finance, and provide policy advice to small developing economies, particularly Caribbean States.
Key Responsibilities
- Monitors economic developments and identifies issues for small developing economies.
- Conducts and coordinates research and analytical studies on regional integration, trade, urban development, and development finance.
- Monitors macro-economic performance and provides analyses for structural transformation.
- Engages senior policy makers on policy options.
- Designs, conducts, and drafts reports on studies in regional integration, trade, development finance, and economic development.
- Applies macroeconomic and econometric modelling techniques.
- Organizes expert group meetings and seminars.
- Prepares speeches and inputs for senior staff presentations.
- Provides policy advice and guidance to stakeholders.
- Attends and presents at international, regional, and national meetings.
- Provides substantive support on economic issues to intergovernmental bodies.
- Represents ECLAC at meetings.
- Designs and monitors technical cooperation projects.
- Undertakes missions to member states.
- Supports junior staff, reviewing their work and providing feedback.
- Participates in intra- and inter-Departmental undertakings.
- Performs other related duties as required.
Required Experience
- A minimum of seven (7) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
- Experience in gender-responsive analysis and the use of sex-disaggregated data or related area is required.
- Experience in regional integration, trade, trade negotiations and development finance is desirable.
- Proficiency in the use of economic software such as STATA, R, SPSS, Python or Mathlab is desirable.
- Experience in traditional linear time series; cross-sectional; non-linear regression; and machine learning econometric models is desirable.
- Two (2) years or more of experience in data analytics or related area is desirable.
Qualifications
- Advanced university degree (Master's degree or equivalent) in economics or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
