Overview
The Construction Engineer/Manager will oversee and provide all functional aspects of construction and technical support for infrastructure construction components of the project, from design and procurement to supervision and reporting. The role ensures effective management of material and financial resources in line with approved guidelines.
Key Responsibilities
- Conduct feasibility and environment assessment, design and preparing BOQs and drawings.
- Prepare, review and administer contracts and infrastructure related components.
- Develop and review technical design documents and ensure project plans are understood by contractors.
- Ensure construction related procurement plans are developed and submitted on time.
- Conduct construction site handovers, supervise project sites and evaluate progress.
- Check contractors' work schedule, crew formation and material delivery program.
- Notify omissions, faults or deviations to the contractor and concerned bodies.
- Prepare daily duties/schedule and supervise construction works at critical stages.
- Check quality of materials and workmanship and provide site instructions.
- Approve contractor’s work to proceed from one stage to another.
- Check, correct and approve contractors Take-Off Sheet and Payment Request.
- Take responsibilities for construction work and administration of the contract.
- Check site daily diaries and schedules and evaluate weekly plans.
- Take measure if contractor performs work less than schedule.
- Record, document and report attainments and encounters.
- Organize meetings with contractor’s staffs.
- Prepare monthly, quarterly and annual progress reports and conduct provisional acceptance.
- Visit and assess proposed construction sites and make decisions.
- Work with procurement team in outsourcing and contract administration.
- Examine and process payment requests for construction works.
- Keep record of federal and regional standard designs and adopt them.
- Establish a contract management database and keep updated records.
- Coordinate and supervise construction works to assure quality.
- Ensure contract values are within budget limits and keep record of payables and receivables.
- Identify and organize procurement of locally available construction materials.
- Ensure effective and efficient use of financial and material resources.
- Ensure materials and procedures are in accordance with industry regulations.
- Prepare action plans for monitoring, review and reporting.
- Perform other duties as assigned by the supervisor.
- Review technical design documents and participate in tendering and contract administration.
- Follow up on planning and implementation of construction undertakings.
- Review and monitor performance of construction companies.
- Review and examine construction payment requests.
- Review status and progress of construction projects, including work quality.
- Actively participate in construction projects management processes.
- Provide technical advice, training and support to community based structures.
- Ensure work plan relates closely to the project work plan.
Required Experience
- At least three years for BSc and five years for Diploma of work experience in construction sector including community managed physical structures.
- At least three years in local or international NGOs or government.
- Must have 3 – 5 years of experience managing large scale NGO construction projects.
- Proven and significant experience in national and international procurement and contract management.
- Field level experience in logistics for international development and emergency programmes.
- Understanding of and experience in project implementation techniques, participatory planning, implementation and monitoring basic practices.
Qualifications
• Bachelor’s degree, Diploma or equivalent in construction engineering or related technical field from an accredited program.
