Education Consultancy: Climate Impact Assessment on Schools and Education, Vanuatu, 24 months Hybrid + travel

Overview

The consultancy will support the Ministry of Education and Training (MoET) and UNICEF in implementing the EU-funded Climate-Resilient School Systems (EU-CRSS) programme in Vanuatu, by conducting a structured assessment of climate impacts on schools and education service delivery.

Key Responsibilities

• Conduct a structured assessment of climate impacts on schools and education service delivery.
• Produce a robust assessment, a government-usable methodology, operational tools and implementation-monitoring inputs.
• Support planning, resource allocation, programme management and EU donor reporting.
• Support to EU-CRSS implementation.
• School solarisation and resilience activities.
• Financial transfers and liquidation processes.
• Support the design and delivery of training for school committees, principals, teachers, provincial education officers and community representatives.

Required Experience

Minimum 7 years of relevant experience in one or more of the following: education sector analysis, EMIS, education planning, climate resilience/DRR in education, quantitative methodology design and indicator development. Demonstrated experience developing practical tools for government use, such as templates, Kobo tools, SOPs or guidance materials. Strong analytical and report writing skills are required. Experience in Pacific contexts and/or Vanuatu is strongly preferred. Ability to work with MoET and provincial stakeholders, including facilitation of validation workshops, is required.

Qualifications

Bachelor's degree in Education planning, climate adaptation, disaster risk management, engineering and education, development studies, statistics, social sciences, inclusive education, psychology or other relevant field.
