Overview
International consultant to modernize the Kosovo Police advancement framework, ensuring alignment with international standards of transparency and meritocracy through a training program.
Key Responsibilities
- Develop training methodology and materials.
- Prepare presentation slides and case studies.
- Deliver a three-day training on the promotion process.
- Produce pre-evaluation of participants and a post-evaluation report with recommendations.
Required Experience
- Minimum ten years of professional experience in human resources management, organizational development, or leadership development within law enforcement or public institutions.
- At least five years of experience designing and delivering training programs related to HR processes, promotion systems, or organizational inclusivity.
- Proven experience in delivering specialized training on fair and transparent promotion, merit-based evaluation, and inclusive leadership.
- Previous professional experience with international organizations is highly desirable.
- Knowledge of the Kosovo Police structure, HR systems, and legal framework is an advantage.
- Experience in capacity-building or institutional development roles within law enforcement or public sector organizations is an asset.
Qualifications
• A Bachelor’s degree from a university in law, human resources, public administration, social sciences, or a related field.
