Overview

The Director of the Information and Technology Management Department (CIO/CITO) is the ILO’s central authority for information, digital and technology matters, with enterprise-wide responsibility. The role provides strategic leadership and overall accountability for information management, digital transformation, data and analytics, artificial intelligence (AI), cybersecurity governance, and the delivery of secure, resilient and user-centred technology services across the global ILO.


Key Responsibilities
  • Provide strategic vision and leadership for the Organization’s information and technology management.
  • Lead the development and continuous stewardship of the Organization’s information, digital and technology strategy.
  • Provide leadership and strategic oversight for the Department's human and financial resources.
  • Advance digital and technology priorities within a highly regulated and consensus-based institutional environment.
  • Act as a trusted senior adviser to executive management on technology, data and digital investment choices.
  • Lead digital transformation initiatives that improve organizational effectiveness.
  • Ensure the delivery of reliable, secure and cost-effective enterprise technology services.
  • Provide strategic oversight for the design and evolution of shared or global service delivery models.
  • Lead the adoption and scaling of artificial intelligence and emerging technologies.
  • Establish and maintain enterprise-wide governance frameworks.
  • Ensure information, cybersecurity and business continuity risks are identified and managed.
  • Oversee enterprise architecture, standards and technology roadmaps.
  • Provide executive leadership for information and data management, analytics and business intelligence.
  • Represent the Organization in UN system-wide and inter-agency digital and technology forums.
  • Perform other relevant duties as assigned.
Required Experience
  • At least 15 years of progressively responsible experience in information, digital or technology leadership roles, including at the international level, including sustained experience at senior executive level.
  • Demonstrated experience leading large, complex information or technology functions in an international, public sector or similarly complex organizational environment.
  • Proven track record in digital transformation, enterprise systems, data and analytics, and technology enabled organizational change.
  • Experience in managing significant budgets, large multidisciplinary teams and complex vendor ecosystems.
  • Demonstrated experience in establishing, scaling and managing teams within global service delivery models, including service centres supporting geographically distributed organizations.
  • Previous field experience is considered desirable for this position.
Qualifications

Advanced level university degree (Master’s or equivalent) in information management, information technology, computer science, digital transformation, data science, or a closely related field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Languages Required
Excellent command of one working language (English, French and Spanish) of the Organization and a working knowledge of a second working language of the Organization.
Languages Preferred
Working knowledge of a third working language of the Organization will be considered an advantage.
Contract Duration
The first contract will be issued for a twenty-four month period.
